Arnold Wesker, nicknamed The Ventriloquist, is a very annoying bad guy who manipulates a doll named Scarface. We see the development of this crime in the Gotham Valley, especially in the penguin organization.

Hugo Strange

No, Hugo Strange is not the brother of the famous Dr. Marvel. However, this enemy of Batman is also a doctor (exactly a psychiatrist). Strange, created by Bob Kane and Bill Finger, first appeared in Detective Comics # 36 in 1940.
