Tax reform: Lira and leaders are considering discussing a proposal in the House plenary this Monday

The definition, however, should come out only after consultations with parliamentary benches and fronts; The group began discussing the voting schedule on Sunday

BRASILIA – The president of House of RepresentativesArthur Lira (PP-AL) and the leaders of the Chamber are considering the possibility of opening the debate on the proposed constitutional amendment of the tax reform in the plenary of the Chamber, according to the people interviewed by the Stadium/Broadcast.

However, the definition should come out only after having consulted parliamentary benches and fronts. Furthermore, voting day would still depend on negotiations during the week, with the intention of approving the text by Friday the 7th.

The topic is discussed in a meeting that takes place on the night of this Sunday 2, at the official residence of the Presidency of the Chamber, in Brasilia.

The meeting was called by Lira for the leaders to define a program and voting methods for this week’s economic projects. Lira wants to deliberate the tax, the project that takes the preponderant vote of the Council of the Administration of Tax Resources (Carf) and the tax framework. In addition to the possibility of opening the discussion on the Fiscal Certified E-mail, Monday should be used to vote on the Carf proposal, which is blocking the agenda of the Chamber because it is being urgently processed.

In the early afternoon, the head of government in the Chamber, José Guimarães (PT-CE), told GloboNews that he will defend the vote in the assembly at least on the first round of tax reform this week. The opening of the PEC discussion at the beginning of the week strengthens Lira’s will to give absolute priority to the issue in the coming days.

The rapporteur of the proposal, the deputy Aguinaldo Ribeiro, also participates in the meeting with the leaders and the mayor. Arriving at the meeting, he specified that he is studying an “intermediate idea” to the proposal of the States, who want the unification of the ICMS with the ISS to take place only in 2033. According to the proposal already disclosed by the speaker, the CBS burden (the tax would remain with the Union) would be triggered in 2027, while that of the IBS (of the States), only in 2029.

The States argue that, if there were the adjustment, the Union would not need to finance a compensation fund for companies that currently enjoy tax incentives. In this way the IBS could enter into force in 2026, but with a symbolic rate of 1% as a “test” and coexist with the ICMS and the ISS until 2033.
