Ignoring the guidelines, 20 PL deputies vote in favor of tax reform


The vote on the text takes place this Thursday 6 in the Chamber of Deputies




Twenty deputies of the Liberal Party (PL) voted in favor of approving the text of PEC 45/2019, also known as tax reformon the night of this Thursday 6. The party was the only one to lead its MPs to vote against the proposal, as only the parliamentary minority and the opposition held the same position.

All the other federations and parties led by the vote of deputies are in favor of the text, except Novo, which has decided to free the deputies of the acronym so that they could vote as they wished. In the arguments of the PL, MP Júlia Zanatta (PL) provoked the PT, stating that the party had turned into a “tchutchuca of the banker”.

According to her, the proposal will lead to an increase in taxes for the Brazilian people, as well as damage the autonomy of the states.

The discussion on whether or not right-wing deputies should support the PT-backed tax reform has caused intrigue, including between former president Jair Bolsonaro (PL) and the governor of São Paulo, Tarcísio de Freitas (Republicans). In a video that went viral on social media, the two appear arguing during a PL meeting after Tarcísio was in favor of the text.

PEC approval

The plenary of the Chamber of Deputies approved, in the first round, Thursday evening 6, the long-awaited tax reform. The proposal simplifies – or should simplify – the tax system with the creation of a double Value Added Tax (VAT), with one part managed by the Union and another by the country’s states and municipalities. MEPs are now analyzing the main points and will vote on the text in the second round

The proposal received 382 votes in favour, 118 against and three abstentions. Being a PEC, the proposal had to be approved in two rounds with at least 308 votes. Subsequently, the PEC of the tax reform will be discussed in the Senate. There is no forecast yet on when senators will vote on the proposal.

Before starting the vote, the mayor Arthur Lira (PP) gave a speech to the deputies asking for the approval of the text. “The moment is historic. Let us not get carried away by unfounded criticisms, by hasty analyses, by those who have never wanted a tax reform that would change the face of the country,” he said.

The rapporteur of the proposal, MP Aguinaldo Ribeiro (PP), praised Lira’s participation in the reform voting process and said that there would be no better way to conduct this process.

Ribeiro also cited the governor of São Paulo, Tarcísio de Freitas (Republicans). The deputy considered that Tarcísio had a “serene position” and had a “democratic position” in supporting the reform.
