President Luiz Inácio Lula da Silva leaves this Saturday evening (15) for Brussels, Belgium, to attend the third summit between the European Union (EU) and the Community of Latin American and Caribbean States (CELAC) in the next 17 days and July 18.
The Brazilian leader, who temporarily leads Mercosur, was invited by the Spanish prime minister, Pedro Sánchez, current president of the European Union. In total, between European and Latin American leaders, around 60 heads of state and government will be present in the Belgian capital.
According to Itamaraty, the Lula government believes that the summit can give “impetus” to bilateral relations between the nations present. The expectation is that topics of international interest will be discussed, such as climate change; fight hunger; sustainable and inclusive digital transitions; trade and sustainable development; the fight against transnational crime and the global recovery after the Covid-19 pandemic.
Furthermore, Lula should take advantage of the trip to discuss the free trade agreement between the EU and Mercosur, which is stalled due to the additional letter sent by the European bloc, which provides for sanctions on environmental matters. For the petist, however, the new guideline is a “threat” and, therefore, his government has decided to work on a counter-proposal.
According to the Brazilian press, Lula has already approved the text drawn up in Brasilia as a counter-proposal in the trade agreement and forwarded it to the other Mercosur partners – Argentina, Paraguay and Uruguay.

Lula’s presence at the summit fits “in the context of the renewal of Brazil’s commitment to strengthening regional integration and, in particular, of CELAC”, underlines the Itamaraty note.
Itamaraty’s Europe and North America secretary Maria Luisa Escorel de Moraes also revealed in a press conference that Lula will attend a meeting of progressive leaders at the invitation of Stefan Lofven, former prime minister of Sweden.
Representatives of Argentina, Chile, Colombia, Portugal, the Dominican Republic, Germany, Denmark and Spain are expected to participate in the meeting on the sidelines of the summit. .
