The text reduces the number of weapons that can be acquired for civilian self-defense. The measure also limits shooting clubs and CACs




President Luiz Inácio Lula da Silva (PT) signs a decree this Friday 21 which deals with the “responsible” control of arms in the country. The provision is part of the Security Action Program (Pas), a government package aimed at reducing violence in the country, and will be made public during a ceremony at Palazzo Planalto.

The decree presents the following measures:

  • Reducing the amount of weapons and ammunition accessible to civilians for self-defense.
  • Decreased the number of weapons and ammo that can be acquired by Hunters, Shooters and Collectors (CAC).
  • Restoring the distinction between weapons for use by security agencies and weapons for ordinary citizens.
  • Restrictions on the operation of shooting club entities.
  • Establishment of new rules for the practice of hunting.
  • Reducing the validity of firearm registrations.

Personal use

The decree signed by the government aims to reduce the amount of weapons and ammunition available for civilian self-defense. It also restores the obligation to prove the actual need to purchase arms.

Previously, the regulations allowed civilians to purchase up to 4 permitted weapons for use in self-defense without having to prove the actual need.

There was also the possibility of extending this limit. It was also permitted to purchase up to 200 rounds per weapon per year.

Under the new rules, civilians can now purchase up to 2 permitted weapons for use in self-defense, however, they are required to prove the actual need for the acquisition. The ammo limit per weapon per year has been reduced to a maximum of 50.
