The rapporteur for tax reform in the House, Aguinaldo Ribeiro (PP-PB), ruled out on Monday the possibility that the debate on tax reform will be contaminated by the debate on the proposals for taxing funds.
According to the deputy, an assessment of the impact of both the law on offshore taxation and the interim measure on the taxation of closed-end funds is necessary, so that deputies can define their opinion, but at the same time there is a consensus in Congress on the need for reform tax.
“These are measures that we need to look into. They have impacts and we need to actually measure them,” said the speaker at an event promoted by Arko Advice, Nomos and TC.
“I don’t think this will contaminate the debate on consumption tax reform, especially since everyone expects an income tax reform proposal next year… and from a structuring point of view,” he added.
In late August, President Luiz Inácio Lula da Silva signed a provisional measure to establish periodic taxation on income from exclusive investment funds. A bill providing for the taxation of offshore companies has also been published.
The publication of the two proposals is the result of negotiations between the government and the National Congress, more precisely with the president of the Chamber of Deputies, Arthur Lira (PP-AL).
