The congressman proposes to Alesp to build a shopping center in the legislative parking lot

Transform the parking lot Legislative Assembly of Sao Paulo (Alesp) in a shopping center equipped with a cinema, gym, restaurant area, public services such as issuing documents and notary offices, as well as three floors of underground parking for the House’s employees and visitors. This is the proposal presented by the state deputy King (PT) this Tuesday (26). According to him, the project will generate funds for the healthcare sector and for the Sao Paulo Legislature itself.

Draft resolution 46/2023 authorizes only Alesp to enter into a public-private partnership for the construction of the shopping center. There is no estimate of how much the work would cost. When contacted, the Board of Directors informed through the press office that this is an initiative of the parliamentarian, who has freedom to present projects, but that there is no administrative discussion on the construction of the shopping center.

To the Estadao, Reis, who is in his first term, said that expanding the Alesp parking lot had been discussed in the past. From here he decided to present the project to generate a debate on the use of the area, which he considers underutilized.

“I’m not saying it’s an idea that has a 100% chance of thriving, but it provokes a debate that, all of a sudden, can convince the key players and, within that belief, have a public-private ownership instead which remain inactive and without producing resources for the State”, said the deputy. The draft resolution must be approved by a simple majority of 94 deputies.

In justifying the project, Reis states that all costs of the project, such as technical studies, works and commercial management, will be borne by the private sector. “The investor will pay. You can’t have public money. Alesp is already paying for the land,” the MP said.

The proposal is for the private partner to commercially explore space for 30 years, renewable for the same period. After deducting the maintenance costs of the mall, the MP proposes that the project administration retain 25% of the revenue. The remaining 75% would be split equally between Alesp, the Hospital do Servidor Público Estadual de São Paulo (HSPE-SP) and non-profit institutions that provide social services. The criteria for defining the beneficiary bodies will be defined later.

Reis says the initiative will create a win-win relationship between the company, the company responsible for the future mall and Alesp. “The fact that the initiative tends to attract a greater number of people near Parliament, strengthening the interaction between society and the action of this Power, also deserves consideration, unless significant changes are foreseen in the infrastructure of the region, which already has a high density of visitors thanks to the Ibirapuera Park”, explains the PT member.

The proposal is similar to the one adopted by the former president of the Chamber of Deputies, Eduardo Cunha, in 2015. When he was head of the federal legislature, he intended to spend 1 billion reais to renovate one of the annexes of the Chamber and turn it into a shopping center with new offices and underground parking for parliamentarians, as well as offices, shops and restaurants. The project was not carried forward as Cunha was removed from command of the House by the Federal Supreme Court (STF) the following year for obstructing the investigation into Operation Lava Jato.
