Find out who Marco Cepik is, Abin’s new number 2 in the Lula government


Technical and trusted name of the director general, Marco Cepik is the author of the proposals adopted by the transitional government which aimed to demilitarize the agency

University professor Marco Cepik is the new deputy director of the Brazilian Intelligence Agency (Abin). Appointed this Tuesday 30th in an extraordinary edition of the Official Journal of the Union, Cepik will replace Alessandro Moretti, fired in the midst of investigations by the Federal Police (PF) investigating alleged political fraud by the secret services during the management of former president Jair Bolsonaro (PL).

In addition to being linked to former president Bolsonaro, the PF’s investigations focused directly on Alessandro Moretti, indicating that both the former deputy director and other members of Abin’s leadership obstructed the investigation and acted in “collusion” with employees public under investigation. Seven Abin directorates are being reformulated amid the scandal triggered by Operation Close Surveillance, which has been executing search and seizure warrants since last Thursday 25th.



Technical and reliable name

Lula wanted a technical name for the deputy director, the “number two” of the agency, and followed the recommendation of Abin’s director general, Luiz Fernando Corrêa. Corrêa’s trusted man, Marco Cepik had been director of the Abin Intelligence School (Esint) since April 2023.

Doctor of Political Science and professor at the Federal University of Rio Grande do Sul (UFRGS) since 1995, Cepik is one of the country’s leading researchers in the fields of state intelligence and digital governance. He is the author of 12 books, including “Espionage and Democracy”, published in 2003. The work is a comparative analysis of national intelligence services throughout history.

The new director suggested the demilitarization of Abin

Cepik was the author of the proposals adopted by the transitional government that ended up reformulating the Abin structure in the current administration. The researcher suggested that intelligence agency command posts, once occupied by military personnel, should return to civilian control.

The demilitarization suggested by the researcher also included Abin’s administrative status. Historically, the agency was under the management of the Office of Institutional Security (GSI), remaining so from 1995 to 2015.

There was a gap between 2015 and 2016 during which Abin was subordinate to the Government Secretariat and, from 2016 to 2023, he returned to the GSI. During the Lula government, on Cepik’s proposal, the agency passed to the management of the Secretariat of the Civil House, currently under the direction of Rui Costa (PT)

What does the deputy board of directors of Abin do?

The deputy director of Abin is responsible for assisting the director general in intelligence studies. In addition, the deputy council is also tasked with assisting the Abin command with technical and administrative orders and supervising the activities of the agency’s employees.
