Indian Prime Minister Narendra Modi has asked all ministries to propose annual targets for their portfolios over the next five years, according to a government document, underlining his confidence in winning general elections starting next month.
The document listing Modi’s instructions to government authorities, seen by Reuters, was sent this month, shortly before the Election Commission announced the election dates.
Opinion polls predict a comfortable victory for the prime minister and his Bharatiya Janata Party, with the opposition led by the Congress Party struggling to present a united front to deal with Modi’s immense popularity. The mandate of the new government will last five years.
The March 11 document says Modi has asked all ministries to prepare five-year action plans as part of his goal of transforming India into a fully developed country by 2047, starting from middle-income levels. Based on this, the document says, a 100-day plan for the next government will be drawn up.
The prime minister’s office and government spokesmen did not respond to requests for comment.
According to the document, the areas of intervention include agriculture and the rural economy, employment and work.
One of the major failures of Modi’s current tenure is his unachieved goal of doubling farm income by 2022. Recently, groups of farmers have taken to the streets demanding guaranteed higher prices for their produce.
As regards employment, the aim is to reduce unemployment from around 8% to less than 5%.
In the March document, Modi also asked the authorities to interact with industry bodies and consider including topics on how India can become a developed country in the curriculum of schools and colleges.
