The police officer was arrested on suspicion of planning a crime
Former Rio de Janeiro civil police chief Rivaldo Barbosa had been appointed ten days before the murder of councilor Marielle Franco and driver Anderson Gomes.
He was arrested on Sunday (24), by order of Federal Supreme Court (STF) Minister Alexandre de Moraes, on charges of involvement in planning the crime.
The former head of the Civil Police was appointed on 8 March 2018 and was sworn in on the 13th, one day before the murder, which occurred on the night of 14 March.
In the report released after the arrest, investigators stated that Rivaldo had been appointed commander of Rio’s Civil Police by then-Secretary of Public Security, Army General Richard Nunes.
At the time, Rio was under federal intervention in the public security sector and it was retired general Braga Netto who intervened.
According to the Federal Police, Richard Nunes supported Rivaldo’s appointment despite an opinion from the department’s intelligence department that did not recommend his appointment. For the investigators, at the time, the suspicions against Rivaldo were “on the verge of emerging”.
“However, the general supported Rivaldo’s appointment despite what was recommended to him,” the report reads.

The PF also states in the document that Rivaldo appointed police chief Giniton Lages to the homicide police station the day after Marielle’s murder. According to the investigation, the police chief was a “trusted person” of the then police chief.
“With Giniton’s assumption of office, the guarantee of impunity for the perpetrators of the crime became operational. Initially this guarantee was also extended to the direct perpetrators, as Ronnie Lessa said in the third and final meeting in which he participated in the presence of the Brazão Brothers, on which occasion it was reported to him that Rivaldo was favoring the diversion of the investigations”, the report also reads.

Heard by the PF during the investigation, General Richard Nunes made a statement to the delegates and denied having any influence on Rivaldo’s choice.
«The undersecretary of the secret services contraindicated Rivaldo’s name, but the deponent decided in favor of his name, believing that this contraindication was not based on objective data. He had contact with Rivaldo at the time of the pacification force,” the statement reads.
