Lula creates a union between the powers that aims at an extraordinary legal regime for the RS

The goal is to create a extraordinary legal regime which eliminates bureaucracy and facilitates the sending of resources from the Union to the government of Rio Grande do Sul.

On Saturday evening, the 5th, Lula personally called the presidents of the House, Arthur Lira (PP-AL), of the Senate, Rodrigo Pacheco (PSD-MG), the Federal Court of Auditors (TCU), Bruno Dantas, and the Federal Supreme Court (STF), Luís Roberto Barroso, and invited them to join the presidential delegation that visited Rio Grande do Sul this Sunday . “From a legal point of view, the adoption of a special and emergency legal regime, transitional with respect to this climate catastrophe, can provide the necessary authorizations, especially legislative, so that judges, when called upon or take initiatives, interpret the Constitution and the laws by exceptionalizing some limits that are not compatible with this climate emergency”, Fachin, in Porto Alegre.

Rio Grande do Sul’s billions of dollars in debt to the Union is also subject to exceptionalisation, as the president himself has pointed out. “OR [ministro da Fazenda,] Fernando Haddad is very sensitive to the debts of the States towards the Union. I hope that he reaches an agreement with the states soon, because he doesn’t make sense that the states have no investment capacity. I know that Rio Grande do Sul has a difficult financial situation,” Lula said alongside the governor of Rio Grande do Sul, Eduardo Leite (PSDB).

Federal deputy Zucco (PL-RS) sent a letter to Haddad requesting the suspension of the payment of Rio Grande do Sul’s debt to the Union for a period of two years.

During the visit to Porto Alegre, Pacheco assured that he and Lira will define which laws and proposed amendments to the Constitution (PEC) can be voted on in Congress to allow the release of resources and parliamentary amendments to be made with legal certainty. Lira has already called a leaders’ meeting to discuss the issue.

“There is a profound need for Union, beyond political, party and ideological differences, because the problem of Rio Grande do Sul at the moment is the biggest in national life”, stated the president of the Senate, as a sign of armistice with the federal government on the issue of exemption from municipal payrolls, suspended by the Supreme Court at the request of the Palácio do Planalto.

Lula also instructed the Minister of Transport, Renan Filho, to help the governor of Rio Grande do Sul to rebuild the state roads destroyed by the rains, and not just the federal ones.
