President Luiz Inácio Lula da Silva (PT) declared this Thursday the 9th that he fell asleep restlessly on the night of this Wednesday the 8th thinking about a horse stuck on the roof of a house in Rio Grande do Sul. “I wonder if that horse was thinking, as we imagine thoughts to be, what was that horse thinking, alone, on the roof?” the president asked. “I hope nobody rides that horse for a while, because he deserves a good rest.”

The president referred to the image circulated on Wednesday in newspapers and on social networks of a horse, later nicknamed “Caramelo” by the population, which was isolated on top of a house in the municipality of Canoas, one of the most affected by the floods. The water level has almost reached the animal.

Early Thursday morning, first lady Rosângela da Silva, known as Janja, said teams had been mobilized to remove the horse from the site. On X (formerly Twitter), at the end of the morning, you reported that the animal had been saved, thanks to the work of volunteers and the Army. “We have been mobilized since 6 in the morning and managed to save the horse Caramelo,” she said. In another publication, the first lady said the animal is a female.

Also present in the Palácio do Planalto, where the press conference took place, were Vice President Geraldo Alckmin (PSB), Finance Ministers Fernando Haddad; Marcos Amaro, of the Institutional Security Office; Luiz Marinho, of Labor; Rui Costa, of the Civil House; Ricardo Lewandowski, of Justice, among others. Also present were the presidents of the Federal Supreme Court (STF), Luís Roberto Barroso, and of the Chamber of Deputies, Arthur Lira (PP-AL). In total, including representatives of Caixa Econômica, Banco do Brasil and BNDES, 16 authorities were present at the table.

At the beginning of his speech, before mentioning the horse scene, the president thanked the other powers for their joint actions, “as if we were an orchestra,” the PT member said.

The latest assessment of the climate tragedy that hit the state of Rio Grande do Sul, released on Thursday morning, shows that the death toll has reached 107 people. There are 136 missing, in addition to 67 thousand in shelters. The total number of affected municipalities reaches 425. The public disaster crisis caused by the floods has been compared by ministers to a war situation.

Economic measures have been announced to support the population of Rio Grande do Sul, such as the reimbursement of the priority income tax of the state population, the advance payment of government aid, such as the Bolsa Família, as well as contributions for bridge reconstruction projects, roads and other structures, among other measures. The package of measures announced by Haddad provides direct support for citizens, businesses, the state and municipalities.
