Lula’s ministers go to ‘Gilmarpalooza’, Gilmar Mendes’ event in Lisbon; see who I am


The Federal Government will cover the costs of four ministers attending the STF Magistrates in Europe event; another ten ministers refused the invitation to participate in the Lisbon Legal Forum

Four ministers from the government of President Luiz Inácio Lula da Silva confirmed to Estadão that they will participate in the XII Legal Forum in Lisbon, an event known as “Gilmarpalooza” in the corridors of Brasilia, since it is promoted every year by the current dean of the Federal Supreme Court (STF), Minister Gilmar Mendes.

The federal government will cover the costs of participation in the event by ministers Jorge Messias (Attorney General of the Union), Anielle Franco (Racial Equality), Vinícius Carvalho (Comptroller General of the Union) and Luciana Santos (Science and Technology), using funds coming from the ministries themselves, as declared by the holders of the portfolios at Estadao. In total, at least 15 ministers have been invited, but ten have declined the invitation and one, Alexandre Silveira (Mines and Energy), has not yet confirmed whether or not he will participate in the conference which will take place in the Portuguese capital.



The legal forum will take place on the 27th, 28th and 29th of this month, at the Faculty of Law of the University of Lisbon (FDUL), in the Portuguese capital. The event is organized by the Brazilian Institute of Education, Development and Research (IDP), Fundação Getúlio Vargas (FGV) and FDUL itself. Mendes is a member and professor of the IDP.

Traditional among the country’s leading authorities, Gilmarpalooza annually brings together members of the Three Powers, as well as lawyers, businessmen and lobbyists. In this edition the seminars will have as their theme “Advances and retreats of globalization and new frontiers: legal, political, economic, socio-environmental and digital transformations”.

Last year, five ministers of the Lula government participated in Gilmarpalooza, including Flávio Dino, who was at the Ministry of Justice, and Fernando Haddad, of Finance. Find out more about the executive members who have confirmed their presence this year:

Anielle Franco

Minister for Racial Equality, Anielle Franco graduated in journalism from North Carolina State University, USA, and in English and literature from the State University of Rio de Janeiro (UERJ). She also holds a master’s degree in ethno-racial relations from the Federal Center for Technological Education Celso Suckow da Fonseca (CEFET / RJ).

Sister of Rio councilor Marielle Franco (PSOL), murdered in 2018, Anielle Franco has led the department since the beginning of the Lula government. In September 2023, the minister was involved in a crisis of opinion after one of her advisors offended fans of the São Paulo Futebol Clube. The server has been fired.

This year Anielle joined the PT and is one of the party’s bets in Rio de Janeiro.

Jorge Messias

Head of the Attorney General of the Union (AGU), Jorge Messias is a career civil servant. He entered public service in 2002, after passing a competition for a banking technician position at the Caixa Econômica Federal. Before taking command of the AGU, he served as a prosecutor at the National Treasury for 16 years.

Originally from Pernambucano, he graduated in Law from the Faculty of Law of Recife (UFPE). He is also part of the management tools and technologies research group at the University of Brasilia (UNB), where he is a collaborating professor.

Evangelical, Messias became nationally known in March 2016. Then-federal judge Sérgio Moro, in charge of judging cases related to Operation Lava Jato, made public a wiretap of a conversation between Lula and the then-president Dilma Rousseff (PT), who I had had a very serious flu.

In one of the audio excerpts, he told the current president: “Then: I will send ‘Bessias’ along with the document, so we can have it. And only use it if necessary, which is the duration of the mandate, OK?”. Dilma’s mispronunciation caught on, and Messias came to be known as “Bessias” in political circles.

In the conversation, Dilma said that she will send Lula the mandate, already signed, so that he can take over the leadership of the Civil House. At the time, Moro interpreted the conversation as an attempt by Lula to gain privileged privileges as minister and avoid a possible arrest warrant. The disclosure of the dialogue, which Moro himself later admitted was illegal, was one of the highest moments of the political crisis that culminated in Dilma’s fall.

Luciana Santos

Luciana Santos has a degree in Electrical Engineering from the Federal University of Pernambuco (UFPE). She has an extensive political CV, having been president of the Institute of Weights and Measures of Pernambuco (IPEM), state deputy, mayor of Olinda, state secretary of Science, Technology and Environment, federal deputy and deputy governor of Pernambuco.

Furthermore, he was the national president of the PCdoB. In December 2022 she was chosen by Lula to take over the leadership of the Ministry of Science, Technology and Innovation, becoming the first woman to hold this position.

Vinicius Carvalho

Former president of the Administrative Council for Economic Defense (Cade), Vinícius Carvalho has been head of the Comptroller General of the Union (CGU) since the beginning of the government. He worked at Cade during the investigations into the cartel of companies rigging tenders in the PSDB governments’ metropolitan rail system, in São Paulo, as well as in the management of DEM (currently União Brasil), in Brasilia.

Carvalho had the support of Prerogativas for his appointment to the CGU. The group is coordinated by Marco Aurélio Carvalho, a friend of Lula, who was also considered for the job. He is a former member of the PT and commanded Cade from 2012 to 2016. Furthermore, he was secretary of economic law at the Ministry of Justice in Dilma Rousseff’s government.

The minister is also a professor of law at the University of São Paulo (USP). Additionally, he is a partner in the VMCA office. On the site the company presents itself as a law firm specializing in competition, economic regulation, compliance and data protection.

Other authorities

In addition to four of Lula’s ministers, heads of power and ministers of the Supreme Court will also participate in the Lisbon Legal Forum.

Three STF ministers officially confirmed their presence at the event: Cristiano Zanin, Luís Roberto Barroso and Gilmar Mendes himself. Three others – Dias Toffoli, Flávio Dino and Alexandre de Moraes – did not respond, but are in the official programme.

The STF clarified that, according to the law, only the president or his representative can have international tickets and daily allowances paid by the Court. However, Barroso will have to pay the costs of organizing the event and will not receive a daily allowance. The Court will be responsible for the movement of magistrates’ security guards.

This year the president of the Chamber, Arthur Lira (PP-AL), and the leaders of the two chambers of the national Congress will also be present.
