A recent study shows a worrying aspect of the Brazilian pension system
The total number of old-age pensions granted by National Institute of Social Security (INSS) is greater than the elderly population in 96 Brazilian municipalitiesaccording to an investigation carried out by researcher Rogério Nagamine, former secretary of the General Social Security Scheme (RGPS).

The author of the study, which highlights a worrying aspect of the Brazilian pension system, told the newspaper Folha de S.Paulo that the result is not definitive proof of fraud, but merits investigation. “It’s not conclusive evidence of fraud or a problem, but it’s a discrepancy that deserves deeper analysis,” she said.
According to the investigation, in From Sao Pauloto the Piauí (PI)the population of men over 60 and women over 55 is 3,550, according to data from the Brazilian Institute of Geography and Statistics (IBGE), but the municipality has 8,132 pensioners by age, according to the INSS.
In São Raimundo Nonato, also in Piauí, the number of adults who can request the benefit is 5,990, but the municipality has 11,692 pensioners. In São João do Piauí (PI), the population of men over 60 and women over 55 is 3,523 and pensioners by age are 6,552.
The study shows a regional concentration of results, more frequent in the inland municipalities of Maranhão (with 28 cases) and Piauí (21 cases). There are also more pensioners than elderly people in the cities of Paraíba (11), Rio Grande do Norte (8) and Bahia (8).
In Pau dos Ferros, Rio Grande do Norte, the population of men over 60 and women over 55 is 5,416, but pensioners by age are 9,246. In Augustinópolis, Tocantins, the number of adults requesting a pension is 2,504 and 4,065 receive a pension.
Nagamine carried out a population selection of men aged 60 and over and women aged 55 and over at the census reference date (1 August 2022) in each of the Brazilian municipalities. This would be the potential retiring audience due to age in both urban and rural areas.
For Folha, Nagamine believes that the INSS data takes into account the place where the pension is paid, while the demographic census indicates where citizens live. “The beneficiary who receives the payment in one municipality may live in the nearby city,” explains the researcher.
