“Public security scholars, in addition to concluding that women perform their duties equally to men, highlight several advantages that come from female participation in the police force,” said the project’s creator, Senator Jorge Kajuru.
Military Police and Military Firefighter competitions will not be able to set limits on the coverage of vacant positions by women, if the senator’s project is converted into law Jorge Kajuru (PSB-GO) which is starting to be developed in the Senate Public Safety Committee (CSP).
Bill 307/2024 amends the National Organic Law on Military Police and Firefighters (Law 14,571 of 2023) by prohibiting the establishment of limits on vacancies for women or a maximum quota for the enlistment of women. Kajuru says that despite the many successes achieved by women in recent decades, prime ministers and firefighters still oppose gender equality, which in his view offends the principle of isonomy.
“Several Brazilian states have established restrictions on the entry of women, either by setting a maximum percentage for their participation in the labor market, or by providing that only a portion of the vacancies in each competition can be filled by women. This fraction usually does not exceed 10%, constituting a clear and unconstitutional discrimination”, justified the senator.
Kajuru also noted that state laws limiting women’s entry have been challenged in court for violating the Constitution, but she believes a national law covering the matter would be more effective than multiple lawsuits. She said gender discrimination is detrimental to policing.
“Public safety scholars, in addition to concluding that women perform their duties as well as men, point to several benefits of female participation in the police force, including: excessive use of force is less common in approaches made by female police officers; they are better prepared to deal with sexual crimes and domestic violence; relations between the police and the community are better where there is a greater female presence in businesses”;added Kajuru, justifying the project.
