The working group on fake news, announced in June by Arthur Lira (PP-AL) and other party leaders, has not yet begun the work for which it was created. According to Minister Alexandre de Moraes’ report, debates on the topic continue to focus at the Federal Court (STF), for example on cases involving X (formerly Twitter).
In April 2023 the project received emergency regulatory approval. With this status the text could pass directly to the plenary, through the analysis of the commissions, as is the traditional rite. The idea was that the new rules would be valid for the 2024 municipal elections, but they were shelved in May, after a series of negotiations, due to uncertainty over their approval.
The text was, so far, the initiative closest to the regulation of social networks in the country. The Speaker of the Chamber argued that the project did not move forward due to the controversy surrounding it.
“There have been problems with the regulatory agency, with all the versions made and practiced by social networks in relation to the lack of freedom of expression, censorship. When a text receives a narrative like this, it simply has no support. It is not a question government and opposition,” Lira said.
The works of the GT, according to the president of the Chamber, would last from 30 to 45 days, with the aim of allowing the text to mature, avoiding political and ideological clashes before entering the plenary. But the idea never took off.
Initially, the project’s rapporteur, Orlando Silva (PCdoB-SP), was not included in the group on the grounds that the bill presented by the parliamentarian was “contaminated” and, therefore, he would lose the conditions to lead the project. discussion.
The decision, however, was reconsidered and the deputy became part of the group that would debate the topic; but according to Lira the new speaker should be chosen internally.
Orlando Silva’s text created a series of rules on the functioning of social networks. In April 2022, before the presidential elections, the Speaker of the House had already committed to approving the proposal. At the time, however, the emergency regime was defeated by just eight votes.
GT has 20 deputies, including Bolsonaro supporters, representatives of the left and religious leaders. The five leftists include Afonso Motta (PDT-RS), Erika Hilton (PSOL-SP), Jilmar Tatto (PT-SP) and Lídice da Mata (PSB-BA), as well as the rapporteur.
The opposition deputies, seven in total, are Eli Borges (PL-TO), Filipe Barros (PL-PR), Gustavo Gayer (PL-GO), Marcel Van Hattem (Novo-RS), Maurício Marcon (Podemos-RS ), Pedro Aihara (PRD-MG) and Rodrigo Valadares (União-SE).
The group considered decisive for the vote is the moderate right, composed of Ana Paula Leão (PP-MG), Áureo Ribeiro (Solidariedade-RJ), Fausto Pinato (PP-SP), Glaustin da Fokus (Podemos-GO), Júlio Lopes (PP-RJ), Delegate Katarina (PSD-SE), Márcio Marinho (Republicanos-BA) and Simone Marquetto (MDB-SP).
