Minister Alexandre de Moraes, of the Federal Supreme Court (STF), denied on Friday the 27th of having unblocked X (formerly Twitter), even after the social network appointed lawyer Rachel de Oliveira Villa Nova Conceição as the platform’s legal manager on Brazil and sent additional documents proving the connection.
Moraes made the return of the social network conditional on the payment of pending fines. Look at the minister’s requests:

The decision states that X’s immediate return depends “exclusively on full compliance with Brazilian legislation and absolute respect for the decisions of the judiciary, respecting national sovereignty.”
The blockade of The social network went offline because it closed its headquarters in Brazil and refused to retain a representative who could be responsible for the operation of the platform and receive notifications from the Court.
OX has accumulated more than R$18 million in fines for failing to comply with STF decisions. The assets of the platform and Starlink, a satellite Internet company also controlled by businessman Elon Musk, owner of the application, were seized to pay the outstanding amounts.
The fine imposed in Friday’s decision is different. This is the maneuver used by the social network last week to circumvent the block imposed by the STF. OX used dynamic IPs, which allowed the application to temporarily return to working for some Brazilian users.
Moraes ordered the bank accounts of X and Starlink to be frozen to pay the new fine. Now the minister wants a guarantee that companies will give up resources.
