The issue of the lack of energy in the municipality after the storm had already been addressed in the previous meeting between the candidates, on October 15, where Nunes and Boulos were accused of who was responsible for the situation. The blackout thus became the main theme of the city’s election campaigns.
With few concrete proposals, the issues addressed by the candidates in this Saturday’s meeting had already been repeated in previous meetings and continue to be central points that both use in their strategies to win over the electorate.
During the event, although journalists tried to focus on the city’s problems, the two opponents responded briefly and used most of the time to attack each other. The debate had no negative aspects, but was characterized by harsh criticism, with the main objective of disqualifying the opponent.
This was the second debate between the candidates in the second round, as Nunes did not attend three of the scheduled fights. So far, of the four scheduled debates, Nunes has participated in only one. In the two debates in which he was absent, Boulos was interviewed and one event was cancelled.
The first block began with a tough and direct confrontation between the candidates. Nunes tried to redirect the conversation to public safety, defending his deputy, retired military police Colonel Ricardo de Mello Araújo — who faced eight murder investigations during his work in Rota — and accusing Boulos of “defending the criminals” and that he doesn’t “love the police.”
In response, Boulos criticized this position, underlining that he does not “accept that the police treat differently those who live in luxury neighborhoods and those who live in communities”, as well as constantly trying to raise the issue of the blackout, accusing the mayors of not doing ” the basics” around the city.

The candidates also exchanged barbs when Nunes questioned Boulos about his position on drug release, extinguishing the Prime Minister and legalizing abortion. The congressman responded that he has already addressed the police issue and that the mayor seems to have difficulty distinguishing between drug dealers and drug addicts. Regarding the termination of pregnancy, Boulos argued that the law must be respected in relation to cases of legal abortion provided for by the Constitution, citing the abortion bill passed in the House and which received the support of politicians who currently they support Nunes’ candidacy.
Boulos then asked the mayor about the alleged links between civil servants and the criminal faction of the CCP and asked him if he would be willing to reveal his banking secrecy.
Nunes, in turn, raised the case of federal deputy André Janones (Avante-MG), on the alleged cases of cracking, and stated that the psolist “gave the towel” to Janones and “has no morals” to ask for the opening of banking secrecy.
Boulos responded that if the mayor is “honest and correct,” he should reveal his banking secrecy, insinuating that the refusal indicates that Nunes has “something to hide.” The current mayor requested the right to reply, but the request was rejected by the team responsible for evaluating the requests.
During this exchange of insults, Boulos even shot Nunes: “Your salesman taught you to lie openly”, in response to the current mayor’s criticism of Fernando Haddad’s management. At another point, the PSOL candidate stated that he could not trust his opponent as a coach, because “whoever has a mouse’s face is not a teddy bear, he is a mouse.”
