Tax reform: Braga publishes the regulatory calendar with hearings until the 14th


Two thematic sessions of debate on the proposal are also planned in the Senate plenary, which could move the final vote of the senators to the beginning of December.

BRASÍLIA – The schedule offered by Senator Eduardo Braga (MDB-AM)rapporteur of the draft regulation of tax reformplans public hearings on the proposal at the Constitution and Justice Committee until November 14. Voting, therefore, can only be carried out starting from the second half of November. Two thematic sessions are also planned to discuss the proposal in the plenary of Senatewhich could move the senators’ final vote to early December.

Braga released his program on Tuesday evening, the 22nd, a few hours before reading it at the CCJ meeting scheduled for this Wednesday, the 23rd. In the suggested calendar, which will be discussed with the other deputies, 11 public hearings are scheduled. They will have the following theme:

New taxes on consumption and recovery of the national economy;

  • Impact on the production sector;
  • Social impact and differentiated regimes;
  • Impact on health;
  • Specific regime for the financial sector;
  • Other specific regimes;
  • Impact on the infrastructure sector (energy, telecommunications, sanitation and real estate);
  • Simples Nacional and Manaus Free Zone;
  • Selective tax;
  • Compensation fund and new regional development model;
  • Transition rules.


The speaker expects public hearings to begin next Tuesday, the 29th. Next week there will be three meetings at the CCJ to discuss the proposal. In the following two weeks, four weekly meetings.

Braga specified that there was an “effort (…) to make this year’s electoral calendar compatible with the work calendar that we will establish, here, for the regulation of tax reform”.

“The expectation is that we will be able to vote on the matter as quickly as possible, without haste or haste, with the broad participation of all those who are willing to participate in building a consensus around the project,” he said.

The senator also took a strong stance against what he called “rollbacks” in development policies in the North and Northeast, as well as changes involving Simples Nacional and the Manaus Free Trade Zone.

“We will not allow setbacks, neither in the development policies of the Northern and Northeastern regions, nor in the protection of the Simples Nacional and the Manaus Free Zone. We will also apply the restrictions on tax pressure, inserted by the Federal Senate in the constitutional text, with the aim of preventing future tax increases and ensuring the neutrality of the future tax burden on consumption,” he said.
