The deputy proposes rules to limit the “market of words” by the authorities of the three powers


The initiative by Adriana Ventura, of Novo, wants to prevent judges from participating in cases involving subjects who have sponsored events in which they participated

BRASÍLIA – Federal deputy Adriana Ventura (Novo-SP) presented to the Chamber of Deputies a bill regulating paid participation in events by the authorities of the executive, legislative and judicial powers, as well as the Public Prosecutor and the Courts of Auditors .

According to the proposal, paid participation must be included in the public agenda of authorities’ commitments, ensuring transparency on the name, objective, location of the conference, date of participation, amount of remuneration and identification of financiers.

Furthermore, the text of the proposal says that the authorities must declare themselves barred from administrative or judicial proceedings involving financiers of conferences or events for which they have been paid or law firms that have their relatives up to the third degree as associates. Violators are subject to ethical-disciplinary responsibility.

The proposal arrived at Parliament after the Estadao reveal that ministers and high court judges operated a market in speech, which generated additional financial gains for themselves.



Participation in events promoted by business entities, professional councils and even courts was paid, in some cases guaranteeing up to R$50,000 for an hour of lessons.

Ventura, author of the proposal, believes that the issue would still be a small step, since we are not yet dealing with unpaid facts. “We need to have a big discussion,” says the deputy. “We are dealing with the absurd here.”

Estadão also revealed that most ministers of the Federal Supreme Court (STF) hide the agendas of their daily meetings and events. There are, among others, meetings with lawyers and sponsored events.

In the middle of this year, the Estadao he also revealed, for example, that British American Tobacco, formerly Souza Cruz, sponsored an event that brought STF ministers together in London.

“The main issue is ensuring transparency, impartiality and reassuring the population that things are being done correctly,” says Ventura.
