Anvisa approves new images and warnings on cigarette packaging; check

The National Health Surveillance Agency (Anvisa) approved on Wednesday (30) new standards for health warnings on the packaging and displays of tobacco products. The changes include updated images and messages that aim to intensify warnings about the risks of tobacco use.




From 2 November 2025 the new warnings will become mandatory across the country, with a period of one year for companies to adapt to the requirements. The last packaging update was made in 2017, when companies had until the end of 2018 to adopt the established changes.

According to Anvisa these new messages aim to “Promote awareness and raise awareness of the harm caused by the use of tobacco-derived smoking products“.

History of warnings on tobacco packaging in Brazil

The use of warning images on tobacco product packaging was adopted in Brazil in 2001, making the country the second in the world to require images on health warnings, following a recommendation from the National Commission for Tobacco Control, based on a discussion held at the World Health Organization. Assembly in 2000.

Since then, the images and warning phrases have been updated in 2001, 2003, 2008 and 2017, to maintain the effectiveness of the messages. Currently, tobacco use and passive exposure still cause 156,000 deaths per year in Brazil, contributing to approximately 50 diseases, including cancer, respiratory and cardiovascular diseases.
