Explosions near the STF leave one dead: this is what is known so far

On Wednesday night (13/11) at least two explosions occurred near the Federal Supreme Court (STF), in Brasilia, and one person was killed.

A report from the Civil Police of the Federal District identifies the victim as Francisco Wanderley Luiz, who ran in the elections for Rio do Sul city councilor (SC) for the Liberal Party (PL), but was not elected.

At the polls he identified himself as Tiü França. A Facebook profile with that name, now no longer available, showed a photo of him inside the STF and the text: “They let the fox into the henhouse (sty) or they don’t know the size of the prey or it’s really stupid.”

Furthermore, WhatsApp messages attributed to him mention bombs, “fucking communists” and calls for verifiable ballot boxes.

Around 7.30 pm an explosion occurred in a car that was near the STF and the Chamber of Deputies, then another closer to the STF. The car belonged to Wanderley Luiz.

According to the interim governor of the Federal District, Celina Leão, the man attempted to enter the STF, but failed. Governor Ibaneis Rocha is on leave.

The dead man was wearing clothing with a note imprint on it and was found wearing a hat nearby, indicating a possible allusion to the DC Comics character Joker.

Dogs and robots were used to search the area because it was feared there were more explosives near the body.

The STF was evacuated and the vote in the House was suspended during the night.

President Luiz Inácio Lula da Silva (PT) was at the Palácio da Alvorada at the time of the explosions, where he had already planned an agenda with some STF ministers.

Minister Marcos Antonio Amaro, of the Office for Institutional Security (GSI), said that the Planalto Palace had already been inspected after the nearby explosions and could be used by Lula this Thursday, if necessary.

According to CNN Brasil, the Office for Institutional Security (GSI) activated the Plano Escudo after the incident. The plan allows the Army to operate in official buildings, such as the Planalto and Jaburu buildings, without the need to establish a Law and Order Operation (GLO).

The Federal Police informed BBC News Brasil that they have already launched an investigation to investigate the case. Bomb squads, Tactical Operations Command (COT) and experts were sent to the site to start investigations and ensure the safety of the area.

The STF issued a note on the incident: “At the end of the STF session this Wednesday (13th), two loud bangs were heard and the ministers were safely removed from the building. The servants and employees of the headquarters building are were removed as a precaution. More information on the investigations will have to await the development of the facts.

The event in the capital takes place on the eve of the G20 summit in Rio de Janeiro (RJ), scheduled for next Monday (11/18) and Tuesday (11/19). The G20 brings together the 19 largest economies in the world, the European Union and the African Union.

Among the world leaders present there will be the American Joe Biden and the Chinese Xi Jinping.

Growing concern about the security of the STF

The security of the STF has been one of the concerns repeatedly raised by the body and its ministers since the government of former President Jair Bolsonaro (PL), who on multiple occasions threatened to ignore court decisions and mistreated ministers , particularly Alexandre de Moraes, who goes to conduct investigations that target spreaders of fake news and digital militias.

In Bolsonarist protests, posters and demonstrators often called for the closure of the STF.

On 8 January 2023, the situation culminated in the invasion and vandalism of the buildings in Praça dos Três Poderes by supporters of Bolsonaro, who was defeated in the previous year’s elections. The STF was one of the most destroyed buildings in the attacks.

Moraes had already been threatened with death by at least two men, arrested in 2021.

The minister also claims he and his family were harassed at the airport in Rome, Italy, in 2023. A couple and their son-in-law, accused of swearing at Moraes, are responding to the case in court.

In November 2022, after Bolsonaro’s defeat in the elections, Minister Luís Roberto Barroso was approached in a hostile manner by Brazilians in the United States. To one of them, who questioned the reliability of the electoral system, Barroso responded with the phrase “you lost, idiot, don’t worry”, which made headlines.

The Court has a Security Secretariat and its own police officers, who work on the STF premises and accompany ministers on trips or to their homes. The security of ministers has been strengthened in recent years.

“Until recently, the ministers of the Federal Court moved alone in their personal and even institutional agendas. Unfortunately, in recent years, a type of aggression and hostility has been fueled that has begun to require the strengthening of security in all situations. Public authorities of all powers circulate with this type of protection, both at private and public events”, writes the president of the STF, Luís Roberto Barroso, in a June note.
