Chinese President Xi Jinping on Saturday pledged to work with US President-elect Donald Trump’s new administration as he held his final talks with outgoing President Joe Biden on key conflicts ranging from cybercrime to trade, Taiwan and Russia.
Biden met Xi at a hotel where the Chinese leader is staying on the sidelines of the Asia-Pacific Economic Cooperation (APEC) forum in Lima, Peru, for their first talks in seven months.
“China’s goal of a stable, healthy and sustainable China-US relationship remains unchanged,” Xi said, acknowledging the “ups and downs” between the two countries. “China stands ready to work with the new US administration to maintain communication, expand cooperation and manage differences.”
Biden told Xi that while the two leaders did not always get along, their discussions were “frank” and “sincere.”
The talks take place two months before Trump takes office. He promised to adopt across-the-board tariffs of 60% on US imports of Chinese goods as part of a package of “America First” trade measures. Beijing opposes these measures. The newly elected Republican president also plans to hire several China hardliners for senior roles, including U.S. Senator Marco Rubio as secretary of State and Congressman Mike Waltz as national security adviser.
Biden has sought to reduce tensions with China, but Washington is angered by a recent China-linked cyberattack that compromised the telephone communications of US government and presidential campaign officials, as well as concerned about Beijing’s growing pressure on Taiwan and for Chinese support for Russia.
Xi, who arrived in Lima on Thursday, plans a week of diplomacy in Latin America that includes a renewed free trade deal with Peru, the opening of the huge deep-water port of Chancay and a state visit to Brazil’s capital next week. China has also announced plans to host the APEC summit in 2026.
China seeks metal ores, soybeans and other products from Latin America, but U.S. officials fear Beijing is also seeking new military and intelligence posts adjacent to the United States. Chinese state media calls these allegations defamation.
