POST WITH ALMOST 8 HOURS LONG VIDEO EXPLOITS AN OLD RECORDING, IN WHICH THE SINGER CHATTED WITH FANS
What they share: video in which the singer Simone Mendes appears in a live broadcast on Facebook, which lasted almost 8 hours. His voice is muffled by the noise. The post was made by a profile called “Simone Mendes Live”. The description says that the singer will give away 80 Reforma Cards worth R$2,500 for anyone who follows the broadcast. In the comments, the account specifies the requirements to become a winner, including following the page, liking the publication and sharing it in 10 groups on the social network. The post states that the winners will be contacted directly via message.
Estadão Verifica investigated and concluded that: it is misleading. The original recording was not found on the artist’s social media, but from a reverse search (find out how to do it here) the report identified that a celebrity account on YouTube shared the content in 2020, reporting that it was a live broadcast on Simone’s Instagram.
During the 15 minutes and 51 seconds of the video, the singer interacts with people who are in the same environment as her and also with fans online, with whom she sometimes shares the screen. At no point in the video does Simone mention the words “charter”, “reform” or “balance”. In the content checked here, this video is repeated several times.
Additionally, the federal government’s Cartão Reforma program was suspended in 2020 and discontinued in 2021 and is no longer in effect. When it was active, the distribution of cards did not take place via social media draws. The Ministry of Cities selected the proposals of the interested municipalities and, subsequently, the Municipalities registered the users and visited the properties to verify the needs communicated by the families. Those who were selected received a unit of the Reforma Card, worth between approximately R$2,000 and R$9,000, to purchase building materials.
Find out more: although it seems like a live broadcast lasting almost eight hours, the content is a video of the singer, lasting approximately 16 minutes, repeated several times. Noise has been added to the recording to omit what he is saying, however in one of the repeats – between 5 hours 23 minutes and 6 hours 31 minutes – images appear alongside the original audio. In this excerpt it is possible to verify that Simone Mendes created a live to chat with fans, not to do a giveaway.

The Cartão Reforma program was created by law in 2017 to improve the housing conditions of low-income families by providing subsidies for the purchase of building materials and technical assistance from construction professionals.
In 2018, a reformulation was decided, initiated by ordinance no. 308 of 8 May, which modified the previous ordinances which made public the procedures for selecting proposals from supporting bodies to participate in the program. The following year, a new ordinance revoked them, as well as the administrative acts carried out as a result of them.

The 2018 reformulation proposal envisaged that the program would be intermediated by the Reform Card Program Management System (SisReforma), but it had not been completed to date. The need to review the operational model of the program also emerged, also in relation to legislation and contractual and executive standards.
In 2020, the Ministry of Integration and Regional Development (MIDR) announced the suspension of the program. In 2021, the law that created the program was repealed by another, which established the Casa Verde and Amarela housing program. In 2023, this also ceased to exist when the government adopted the new Minha Casa, Minha Vida program.
