Ricardo Teixeira is elected new president of the SP Chamber, promises dialogue and independence of the Chamber


The president-elect obtains the support of Milton Leite and ends his predecessor’s “dynasty”; Teixeira promises dialogue and denies that Casa will be the “chancellor” of executive documents

The City Council of São Paulo elected the councilor on Wednesday 1st Ricardo Teixeira (União Brasil) as president for the year 2025. Teixeira obtained 49 votes, while Celso Gianazzi (PSOL), also running for office, received 6 votes. The new president of the Municipal Legislature declared his profile focused on dialogue and denied the idea that the Chamber will be a “chancellor” of the next mayor’s administration Ricardo Nunes (MDB).

“I vote for what is good for the city. All of Ricardo’s projects that we approved have had changes, the councilors have discussed. The mayor has elected the majority. Electing the majority makes everything easier. It doesn’t mean saying that everything it will be approved, but it makes approval easier,” he said at a news conference.

With 16 years of experience in the Chamber and in his seventh consecutive term, Teixeira is recognized for his ability to build good relations with both the government base and the opposition, even receiving votes from PT councilors. For two years he served as Secretary of Mobility and Traffic under Ricardo Nunes (MDB), becoming known as the “father” of the Blue Belt for motorcycles. Furthermore, he was part of the first echelon of Fernando Haddad’s (PT) administration.

As demonstrated by EstadaoTeixeira became the favorite to succeed Milton Leite (União Brasil) after Nunes vetoed the name of Rubinho Nunes (União), who until then was the most considered for the position, but lost support by declaring the alignment with Pablo Marçal (PRTB) before the elections.

His closeness to Nunes and his long experience in the Chamber were decisive for Teixeira to be chosen as the candidate for União Brasil, overcoming other names within the party. Among his opponents was Silvão Leite, who, although supported by Milton Leite, did not have as much legislative experience as Teixeira.

Born in Santos, Teixeira, 66, has a degree in Industrial Engineering and has built his career as a public employee, holding positions in the traffic and infrastructure sector. He worked at the Traffic Engineering Company (CET), the former Dersa (Desenvolvimento Rodoviário SA) and at the Department of Highways (DER) of São Paulo.
