The mayor of Osasco, Gerson Pessoa (Podemos), was not present in the town hall during the period in which the undersecretary of Security and Urban Control, Adilson Custódio Moreira, was held hostage and murdered by a municipal civil guard, at the beginning of Monday evening, the 6th.
The mayor’s office did not say where Pessoa was, but confirmed he was not in the Municipal Palace, where city hall is located. The building was isolated and evacuated around 6pm, after, at the end of a meeting between the deputy secretary and the civil guards, one of them remained in the room talking alone with Moreira and shot him several times. There were at least six shots and the deputy secretary died.
After the shooting, the guard remained locked in a room of the building for more than an hour, until he was convinced by police officers to surrender.
Throughout this period, City Hall remained surrounded by security officers and employees were ordered to leave the building.
