The Foundation will see its activities absorbed by the Municipal Department of Social Assistance, according to the ongoing project.
A complementary bill by the Executive is currently being drafted Porto Alegre City Council to extinguish the Foundation for Social Assistance and Citizenship (Fasc). The proposal aims to transfer the skills, assets and staff of the Foundation to the Municipal Secretariat for Social Assistance, promoting the unification of social assistance policies.
The initiative requires the Municipality to take charge of all the rights and obligations of the FASC, incorporating the Foundation’s assets into public assets. An act of the mayor will regulate the gradual transfer process, regarding structure, contracts and staff assignment, maintaining employees in their roles until the definitive reorganization.
The draft text ensures that the rights of public employees are not violated during the process. The proposal also provides for the possibility of entrusting the management of agreements previously managed by the Foundation to an official financial institution.
According to the motivation presented, the centralization of functions aims to guarantee greater administrative efficiency, optimization of public resources and improved oversight of services provided to vulnerable populations.
