Diplomat, former minister and current councilor of President Lula says that the way to peace passes through “Palestine to be an independent state that lives with Israel in a peaceful way”
“Gaza is from Palestinians”. This is the way in which President Luiz Inacio Lula da Silva (PT), the special consultant of Celso Amorim to international affairs, responds to the proposal made by the President of the United States, Donald Trump, to remove the Palestinian population from the Gaza Strip e , in the Gaza Strip and, in the Gaza Strip and, in the Gaza Strip and, in the Gaza Strip and, in the Gaza Strip and, in the Gaza Strip and, in the Gaza Strip and, in the Gaza Strip and, in the Strip of Gaza and, in the Gaza Strip and, in the Strip of Gaza and, in the Gaza Strip and, in the Gaza Strip and, in the Gaza Strip and, in The Gaza Territory, develop a real estate and tourist project classified by him as A “Riviera in the Middle East”.
“Gaza comes from the Palestinians and must be respected in this way,” said Amorim to the BBC News Brasil with a conversation on Wednesday (12/2), on the eve of him aboard the Munich conference in Germany.
The event brings together international safety and security experts all over the world in the German city.
Amorim’s position on the destination of the Gaza Strip echoes the response of several international leaders, including Lula, who also manifested themselves against the proposal.
“The United States participated in the incentive in everything Israel did in the Gaza Strip. So it makes no sense to meet the president of Israel and say:” We will take care of Gaza, we resume Gaza, we live in Gaza “. And where the Palestinians live ?
Amorim is underlined as the most influential adviser to Lula in international politics.
In the first two mandates of the pedestal (between 2003 and 2010), the diplomat had already acted as Minister of Foreign Affairs.
He has almost daily conversations with President Lula, who has remained in the last three weeks in the middle of the impact of the first acts of Donald Trump on his new mandate responsible for the United States.
The most recent of these was the imposition of rates of 25% on the steel and aluminum exported by Brazil to the Americans, announced this week.
In the short interview with BBC News Brazil, Amorim avoided criticizing Trump directly, said the best way for the country is to try to negotiate alternatives to rates before implementing measures to retaliate in the United States, but said that the country should be prepared to take other measures if the negotiations fail.
With over 50 years of experience in diplomacy, Amorim has recognized that the world, in his opinion, crosses a more unstable moment and that Trump’s arrival in the United States government would be another element in this context of unpredictability.

Gaza is “integral part of Palestine”
In responding to Trump’s proposal, Amorim has directly avoided facing the President of the United States, but has manifested himself contrary to the idea.
“The Gaza strip is an integral part of Palestine and Palestine must be an independent state that lives with Israel in a peaceful way. This is the only possible and relevant way,” said the diplomat.
According to him, any proposal that does not provide for the existence of a Palestinian state in the region would be condemned to bankruptcy.
“All the other proposals will not work. They will aggravate only the accusations of external interference and lack of respect for international law. It is said [por Trump]But it was not created as a formal proposal. And I hope it is not, “said the diplomat.
Trump has announced his intention to occupy the Gaza strip and transform it into a real estate development during the visit to the United States of the Israeli Premier Benjamin Netanyahu, on February 5.
“The United States take the Gaza strip and we will also do a job with her,” Trump said at that moment.
Days later, Trump defended the idea again by stating that the United States would “take” the control of the Gaza Strip after the end of the conflicts between Israeli militants and Hamas.
According to their plan, the almost 2 million Palestinians who live in the region should be transferred to neighboring countries such as Jordan and Egypt. The two countries, however, have manifested themselves against the proposal.
Another historical ally of the United States in the region, Saudi Arabia, was also contrary to the idea of Trump.
One of the topics used by the President of the United States to defend his idea is that, as it is, the Region would not be sure for the return of thousands of residents who had to move in search of a safe place during Israeli military actions.
The solution, however, has been criticized internationally for violating several international agreements that establish the right of the Palestinian people to have a state that coexist with Israel.
The region was seriously destroyed during the Israeli military action after the terrorist attacks of 7 October 2023, when the Hamas militants killed at least 1,200 people and took about 250 people hostage.
Since then, the Israeli military offensive would have caused the death of 46,000 people, including children, women and the elderly, according to the authorities related to Hamas.

“Flagrant lack of respect”
Another topic that occupied the agenda of Celso Amorim is the imposition of the United States of rates on the import of steel and aluminum produced in Brazil.
The American market is one of the most important destinations of Brazilian steel and aluminum exports.
Brazil is the second largest steel supplier for the United States, behind Canada only, which has also been targeted. The new rates should take effect on March 12th.
Although President Lula declared at the beginning of this month that Brazil would have adopted the “reciprocity” policy if the United States imposed rates on Brazilian products, so far the country has not announced any retaliation.
Cautious posture is defended by Celso Amorim. According to him, the moment is to try to negotiate an alternative.
“This (the answer) involves conversations between various bodies and in particular Itamaraty and the Ministry of Industry and Commerce. What I said is that this is a commercial war and that does not help anyone. If there is the possibility of negotiating something to reasonable this allows us to maintain access to the US market, this can be better.
Amorim said that government members and representatives of the Brazilian steel industry are dialoguing and hopes that private actors will also try to influence their partners in the United States in order to negotiate an alternative to rates.
According to him, there is no consolidated deadline for Brazil to announce his response.
“Everything will depend on the ability to negotiate. In the past, the industrialists themselves have acted through their contacts with their American buyers, who in turn are internally influential […] There may have been an initial push [do governo Trump] Also demonstrate that (he) can do anything and there may be a negotiation margin. We will have to wait because, as I said, the commercial war does not help anyone and everyone forgiveness. Now, of course, it must be a good negotiation, “said Amorim.
For Amorim, however, a point that worries him is the sign that Trump’s tariff policy has sent to the world.
“We do not like this clear lack of respect for international trade, with rules that no longer apply. After the efforts of the Doha’s rounds have stopped, the dispute system is practically inoperative,” said Amorim.
The Doha Rounds mentioned by Amorim were cycles of commercial negotiations among countries to reduce tariff barriers and increase international trade. It takes its name after starting to meet in Doha, capital of Qatar.
Amorim said that an alternative to the management of the tariff increase environment is a response coordinated by Brazil with other countries. According to him, there are conversations in this direction within the government.
“There are always conversations, not only mine, but at various levels. The president also receives or calls. But it is not useful to be beaten. [Dizer] If [alguém] I did it, I will do it. We have to see what to do. But there are conversations, “he said.
Among an American position, Amorim said that the trend is for the countries of the Latin American region, such as Brazil, to approach China, the largest commercial partner of the country and the main geopolitical opponent of the United States at the moment.
“Increasing the approach to China was already inevitable. It is not only because it is the country that has the greatest economic dynamism. People complain when China invests on a bridge, but this is because there was an offer and the offer The United States and the Europeans are not came, but China has come. [maior aproximação com a China] It will end. And not only with Brazil, but also with other countries. That’s why this scenario [de guerra tarifária] It is not positive for anyone, including the United States, “said Amorim.
International unpredictability
Accustomed to the instability of international politics, Amorim told the BBC News Brasil that, in his opinion, the world has become more unpredictable.
“I do not mean that with the arrival of Trump, the world has become more unpredictable, because I think this is already something that was happening. Without doubt the world is more unpredictable than 20 years ago. Much more complex than when I was Minister of Lula to his first and second condition, “he said.
According to him, now there would be a higher level of “lack of respect” of the international order.
“The far right is growing in many countries. We see European countries with great anguish for what can happen in Germany […] In France you currently also have a certain political fragility. And I see it all over the world. I think what you see today is a more clear break from the international order […] If you don’t respect international law, of course, everything is more unpredictable, “he said.
