The country wants to promote the “global effort” to become a game against climate change, with the commitment of civil society. But it does not mention if it will bring the end of the fossil era to the discussion. translate into other languages.
In a letter in which he presents his opinion to the presidency of the conference, Brazilian diplomacy evokes nations to a “global task force” to overcome “the struggle that seems lost against climate change.
“Together, we can make Cop30 the moment when we became the game, when we put our political results and our climate collective knowledge into practice to change the course of the next decade,” says the document presented on Monday (10/03) in Brasilia.
The largest historical pollutator has decided to be excluded. Donald Trump has already said that the United States will not honor the cutting appointments of the stupid gas emissions taken as part of the Paris agreement, signed in 2015 on Cop21. And this does not finish any project about it.
“We will work with the states of that country who want to continue in this effort, which has already happened when Trump won for the first time,” said ambassador André Corrêa to the lake to a group of journalists, days before the launch of the letter.
According to the rules, the measure announced by Trump will only have a practical effect in January 2026 and the United States formally part of the Paris agreement during the November meeting in Belém.
“No surprise”
It is traditional for the president of the policeman to create a letter to report to the world the main objectives of the round. The difference is that the next COP does not have a special mandate to negotiate a specific topic, like the last two cases.
Dubai, in 2023, and Baku, in 2024, closed the negotiations around the “book of rules” of the Paris agreement. One of the suspended points was the objective of financing the climate, aimed at the last conference and considered insufficient.
Expert and respected in international diplomacy, Corrêa do Lago promises a presidency without unpleasant surprises and “sick transparency”. The letter, he says, already presents what should happen in the negotiation.
“We have reached the limit at this moment to deal with the topic only by negotiating in an international agreement full of rules. So the idea of presenting the joint effort to the world, shows that you have to join the common good,” said the ambassador in the previous conversation with journalists.
What happens in 2025
The Paris agreement is the only international treaty within the United Nations in which the countries collectively accept to cut their CO2 emissions to curb climate change. Each government establishes a voluntary objective, those called determined contributions at national level (NDC), which have been added to global warming at 1.5 ° C compared to the levels preceding the industrial revolution (1850-1900).
According to the Treaty, 2025 is the year in which the countries reveal their objectives, but few have presented a new number by the expiry expired in February. In a recent visit to Brazil, Simon Stiel, executive secretary of the combination of the United Nations United Nations on climate change (UNFCC), said that the “vast majority of countries” indicated that it will send their new Ndc by the end of the year.
In Belém, the Brazilian presidency says that it will work to defend what has already been built in the context of the Paris agreement, strengthen multilateralism in the current scenario of global fragmentation and create a more solid connection between what is negotiated – which often seems abstract – and in the worlds of politics and economics.
Vitality of civil society
Again in a country of democratic regime after passing guests who maintain strong control of social events, the preparations for Cop30 have mobilized civil society organizations.
The indigenous movements, for example, accuse the Brazilian government of giving the original people a central role in negotiations. The coordination of the indigenous organizations of the Brazilian Amazon (Coiab) also supports direct access to international funds designed to finance measures to adapt to climate change.
The letter of Brazilian diplomacy makes some mentions of the importance of the natives. Of practical action, the presidency states that it will invite representatives to an “indigenous leadership circle” to increase their representation and ensure that traditional knowledge and wisdom are integrated into global collective intelligence “.
Corrêa do Lago recognizes the performance of Brazilian civil society as one of the forces of the country and a “central element for the success of the Cop30”, and finds important that there are demonstrations – which many consider having lost in the editions in Egypt, United Arabs and Azerbaijan.
Ana Toni, national secretary of climate change, states that this involvement is necessary not only during the 12 days of the conference, but throughout the year, so that the population will arrive informed and prepared.
“It also brings this vitality to other countries. We need this energy from civil society, from mobilization, from commitment to all countries. Brazilian civil society is already very busy,” said Toni during the conversation with journalists.
Important gap card
The abandonment to fossil fuels, the main cause of the heating of the planet that accelerates climate change, is not mentioned in the letter of Brazilian diplomacy. This topic appeared for the first time in an agreement discussed in the police of Dubai, but without describing in detail how it will be done.
“Let’s see if the Brazilian presidency will have the courage to put this theme for the discussion in Belém”, says Claudio Angelo, coordinator of the international policies of the climate observatory.
A measure of the success of the conference would be to open a high -level discussion to implement when and how the oil era will be: “Of course the presidency has other important tasks, such as the recovery of trust between the parties, seriously shaken after Baku”, says Angelo, remembering the disappointment of the poorest countries with the richest money to carry out climate change.
In the background, the crisis does not expect. The year 2024 was confirmed as the hottest of the post-industrial age and a new wave of bad news announced by science, such as the degel in the Arctic, afflicts humanity.
