The Ministry of Education (MEC) published on Tuesday 20, the Decree no. 12.456/2025 With the new rules for remote education (EAD) in the degree courses.

Courses that can only be in person

The decree defined that five university courses can only be performed in face -to -face format. They are as follows:

  • Natural, mathematical and statistics sciences.

These courses, however, must have at least 30% of face -to -face facial activities -prestsential and 20% of face to face or synchronous face -to -face activities.

And the other courses?

Higher education institutes can decide how to offer other degrees in one of the three formats: Face -to -Face, semi -preparatory or distance learning. The MEC, however, can still define other areas and courses formed for ODL.

Types of activities

The decree explains the different types of activities that can compose teaching methods within the established rules. Understand each of them:

  • Face -to -Face Activity: It is that performed with the participation of the student and teacher or the other head of the training activity in a place and a period of time in coincidence;
  • Synchronic activity: It is an EAD activity made with audio and video resources, in which the student and the teacher or other responsible for the training activity are in various places and time coinciding. For example: classes online in real time;
  • Mediated synchronous activity: It is a real distance activity. It should be performed with a group participation of a maximum of 70 students for teacher or pedagogical mediator and control of the students’ attendance;
  • Asynchronous activity: It is the distance learning activity in which the student and the teacher or other manager of the training activity are in different places and times.

Differences between distance learning, semi -predescent and face to face

The new remote learning policy has changed the rules for remote education and also for the offer of facial courses. In addition, it has created a new offer format: the semi -ratapperent. Understand each of them:

  • Ead: Most of the workload are offered with lessons and activities recorded on digital teaching platforms. No course can be 100% from a distance; They must have at least 10% of the workload of the total course through face to face and at least 10% in class or mediated synchronous activities;
  • Seeds -Presenza: Courses that have a minimum of activities and facial classes online in real time. They should offer at least 30% of the workload of the total course through face -to -face activities. In addition, 20% in mediated or synchronous face -to -face activities;
  • In person: Courses with lessons with physical presence. In this format, at least 70% of their total work load through facial activities should offer.

Evaluations

The decree also states that educational institutions should apply face -to -face learning assessments in remote education courses.

These assessments should occur periodically, have a greater weight in the composition of the final degree of the discipline and include elements that encourage the development of the discursive analysis of analysis and synthesis, which make up, at least one third of the weight of the evaluation.

The last requirement can be revoked for the assessments carried out through practical activities.

Face -to -Face activity

The facial facial activities of semi – -representative courses and distance should be carried out at the headquarters of the institution of higher education, in distance learning centers or in professional environments equipped for this purpose and under academic supervision.

How are students already enrolled?

Students already enrolled in remote learning courses will be able to complete the course in the form of an offer for the registration act. In such cases, the institution should offer the course in ODL format up to the training of the class.
