The law of deputy Marcus Vinícius de Almeida could help in the economic recovery of a maximum of 90,000 companies and 100,000 families in RS
The governor Eduardo Leite will sign, in an act formal at the Palace of Piratini, next Monday (14/07), at 17 hours, the decree that regulates the Gaucho agreement program. Originated in law no. 16.241/2024, project by Deputy Marcus Vinícius de Almeida (PP), approved in December in the Parliament of Gaucho, the initiative is considered one of the most relevant legislative productions of the current legislator.
Aspect of benefiting from up to 90,000 companies and 100,000 people in the state, the program marks a historical effort of pacification and tax recovery in Rio Grande do Sul. It allows the renegotiation of the debt enrolled in active debt with interesting conditions, such as discounts on fines and interests up to 70%, installments and use of precarious and tax credits.
“Gaucho’s agreement symbolizes a paradigm change: we exchange judicial clash with a policy of understanding that respects companies, citizens and public finances,” says Vice Marcus Vinícius.
The decree describes in detail the membership procedures, the public prosecutor (PGE) and the secretariat of the individual proposals of Finance (SEFAZ), as well as the admissibility criteria, required guarantees and resolution hypotheses. It includes categories such as debts of small value and relevant legal disputes and preserves the use of discounts according to the Confaz regulations.
Tax experts see the program as a modern tool that balances collection and tax justice, reducing legal costs and promoting a positive environment for the formal economy.
This is a measure of great importance for the balance of public finances, while providing a practicable alternative to taxpayers to regularize their situation with legal certainty and respect for tax commitments. According to deputy Marcus Vinícius, “the proposal was born from the belief that it is possible to build fiscal justice with dialogue, firmness and intelligence. This is a law made to reconcile the state with its people”.
The decree enters into force immediately after the signature, with the expectation that the first notices and the beginning of the official adhesions will occur within 30 days.
