The law provides licenses, noise control, support of accumulators and animal protection.
On July 14, the Directors approved in the House of the Law Drawing of Porto Alegre who modifies the operational criteria of Kennels and Gatis, as well as include measures aimed at animal accumulators. The proposal is signed by Ramiro Rosário (Novo) and Fernanda Barth (PL) and incorporates two approved amendments.
The new regulation requires these plants to obtain a municipal license, the approval of the secretariat of the environment and the urban planning folder, in addition to the certificate issued by the municipal animal protection agency. In addition, they must follow the urban cleaning code (Law 728/2014).
Furthermore, noise limits were defined: from 45 to 60 decibels in residential areas, from 60 to 75 dB in advertising commercials and from 65 to 85 dB in industrial areas – with the aim of mitigating the discomfort in the neighborhood.
The final text also includes actions to identify and serve the people who accumulate animals, including Municipal Referral, Animal Protection and Psychological Assistance to those involved, promoting the balance between human and animal well -being.
