It is the tenth time that Luiz Inácio Lula da Silva (PT) participates in the United Nations General Assembly (one) – but it is the first with Brazil immersed in a diplomatic crisis with the United States, where the event takes place. The 80th edition of the meeting will present over 150 international leaders and will begin on Tuesday 23. Lula must be the president to open the speeches, following the tradition of Brazil which is the first Member State to pronounce, shortly after the discourse of the United Nations representatives. Sovereign Brazil

Foreign policy has been based on the first time that Lula rose to the United Nations phase. In 2003, he spoke of his research to expand and diversify the international presence of Brazil, restricting links with countries beyond North America and Europe. Lula and the Brazilian authorities faced the situation as an “unacceptable blackmail” and did not give up. Trump did not give up even, and in August he started the sanction – as well as many others to the Brazilian authorities, such as the application of the Magnitsky law to Minister Alexandre de Moraes of the Supreme Federal Court and the revocation of visas.

And in parallel the rites followed. Since then, Jair Bolsonaro has been in home arrest after being offending in the process investigating him and one of his children, Eduardo Bolsonaro (PL), for trying to interfere with the process of the plot of the coup d’état in search of support of the US authorities. In the case of the plot of the coup, he was tried by the STF and sentenced to 27 years and three months in prison for attempted coup.

The Trump government issued another wave of sanctions to the Brazilian authorities in response to Bolsonaro’s situation on Monday 22, one day before the start of the United Nations General Assembly. The Republican will not participate in the event. There is also no confirmation that he will meet Lula, who is in New York.

The tension is also reflected in people. The environmental question is also commonly cited by Lula and this year it can be stabbed that it will be one of the prominent topics of the President’s speech. This is because, in November, Brazil will host the United Nations Conference for climate change (COP) for the first time. The global event will be in Belém, in Amazon, and will put the country as the center of the climate debate.

In 2007, Lula opened his speech talking about climate change, warning that “the risks of an unprecedented environmental and human catastrophe grow”. In 2009 he claimed that countries should engage in the most significant emissions reduction rules. Since then, the climatic crisis has worsened and the commitments of the “rich countries” are still to be desired.

Fight against hunger

In past speeches, it can be said that one of the most important subjects of Lula is Brazil’s struggle against hunger, poverty and inequality. The first time he spoke to the General Assembly in 2003, he even suggested the creation of a world hunger committee. In 2006, he spoke of Bolsa Familia Brasiliana and the Hunger Zero programs.

Already this year, the topic should be taken up, highlighting the importance of the topic and with a historical milestone to be shared: in July of this year, Brazil has left the hunger map. Brazil had remained outside the indicator in 2014, but returned in 2021 during the Covid-19 pandemic.
