The National Agency of Acqua and Hygiene (Ana) authorized the São Paulo State Basic Health Company (Sabesp) To capture the water from the Paraíba Do River Basin to provide the fall in the level of the Canterareira system, which provides half of the population of the Metropolitan Region of San Paolo. The measure was taken together with the State Water Agency of San Paolo (SP águas), after Cantareira reached a level of less than 30%.

From Monday 22, Sabesp has expanded in two hours to reduce the night pressure in the Metropolitan Region of San Paolo, from 8 hours to 10 hours a day. The new time is from 19 to 5 hours of the following day. The decision meets a request made by the regulation agency of the public services of San Paolo (Arsesp).

The fall in the level of Cantareira, which on Wednesday 24, operated with 29.42% of the useful volume, is due to rains lower than the average in recent months, according to agencies. With Cantarera in the restrictions range, from 1 October, Sabesp will be able to remove from the system up to 23 cubic meters to the second, that is, 4 cubic meters less than the 27 cubic meters authorized in September, when the system was in alert (track 3).

As a mitigation measure, Sabesp will be able to use up to 10 cubic meters per second of the transposed flow of the Jaguari water basin, in the Paraíba Do Sul, at the Atibainha tank, to Clareraira, with the total flow limited to the 33 cubic meters granted to the second.

The management of Cantareira is carried out jointly by Ana and Sp águas, which follows daily levels, flow data and storage to subsidize operational decisions.

The entry into the restrictions range follows the criteria defined by joint resolution no. 925/2017, prepared after the 2014/2015 water crisis. The standard establishes water withdrawal limits based on the volume accumulated in the Cantareira system, giving predictability to the operating conditions and greater safety of water for the metropolitan region of San Paolo and for the basins of rivers of San Paolo and for the basins of pyracicaba rivers, Capivari and Jundiaí (PCJ).

The traces are as follows:

  • Interval 1: Normal – useful volume accumulated equal to or greater than 60%;
  • Interval 2: Attention – useful volume accumulated equal to or greater than 40% and less than 60%;
  • Interval 3: Alert – useful volume accumulated equal to or greater than 30% and less than 40%;
  • Interval 4: Limitation – useful volume accumulated equal to or greater than 20% and less than 30%;
  • Interval 5: Special – Volume accumulated less than 20% of the useful volume.

The withdrawal limits, according to the track, are these:

  • Interval 1: Normal – 33.0 m³/s
  • Interval 2: ATTENTION – 31.0 m³/s
  • Interval 3: NOTICE – 27.0 m³/s
  • Interval 4: Limitation – 23.0 m³/s
  • Interval 5: Special – 15.5 m³/s

When the Cantareira system operates in the alert and restriction ranges, the pumping flows of the Jaguari dam, respecting the total flow limit are used.

About 10 million people

The Cantareira system provides about 10 million people – half the population of the Metropolitan Region of San Paolo – and contributes to the service of multiple water uses, in particular the offer of Campinas, in the basins of the pyracicaba rivers, Capivari and Jundia.

It consists of five interconnected basins: Jaguari, Jacareí, Waterfall, Atibainha and Paiva Castro with a total total volume of 981.56 billion liters. Since 2018, he also has the interconnection between the Jaguari dam (in the Paraíba Do Sul) and the Atibainha dam, expanding water safety in the Saint Paul metropolitan region.

Although the water basins of the Cantareira system are completely in San Paolo, the system receives waters from a trade union management watershed: the pyracicaba, Capivari and Jundiaí basin. With this, Ana shares the management of system water resources with Sp águas.

The metropolitan region, which has faced a sequence of years with rainfall lower than the average, has six other water systems that provide its own, in addition to Cantarera: Guarapiranga, Rio Grande, Rio Claro, Alto Tietê, Alto Cotia and São Lourenço.

This Wednesday, the Metropolitan Integrated System (SIM) which brings together all the sources managed with a volume of 32.3%, the lowest for this period since 2015, when the Region has suffered from a historical water crisis.
