Oxfam: For every R$300 of the federal budget, less than R$1 went to environmental protection


The report published on Monday 13 underlines that only 0.34% of public resources have been allocated to the country’s environmental policies

The percentage of 0.34% of federal budget has undertaken activities in the field of environmental management in the year 2023, according to the report “Encruzilhada Climática”, published this Monday 13 by Oxfam Brazila non-governmental organization working with socio-environmental development and related topics. In practice, for every R$300 of the federal budget that year, less than R$1 was allocated directly to environmental protection.

Viviana Santiago, executive director of Oxfam Brasil, believes that in the distribution of resources, “the sectors that aggravate the climate crisis” are privileged, to the detriment of “the protection of the most vulnerable people and territories”, according to the thesis presented. The document mentions, for example, that the lack of investment in climate adaptation puts the “historically most vulnerable” populations at risk.



The study highlights that the Brazilian state’s approach is still predominantly reactive rather than preventive investment. In other words, according to the thesis, the government tends to act when the crisis is already underway and not to prevent disasters. The Rio Grande do Sul floods in 2024 are cited as an example.

Furthermore, approximately 12% of the R$ 185 billion expected in Multi-year Plan (PPA) 2024-2027 Climate action focuses on adaptation, an area considered essential to protect communities in vulnerable situations. Therefore, according to the NGO, the percentage should be higher.

Oxfam Brasil calls for the integration of race, gender and territory into all climate policies. It also recommends targeting adaptation resources in the most vulnerable territories.
