“Operation Pandora’s Box” was a corruption scandal revealed in 2009, involving the then governor of the Federal District, Jose Roberto Arrudaand several local politicians and businessmen. Jaqueline Roriz was accused of having received R$ 25 thousand from the former secretary of Institutional Affairs of the DF and informant of the operation, Durval Barbosa.

The investigation, conducted by Federal Police (PF)obtained videos showing the receipt and distribution of bribes, which resulted in a series of legal proceedings. As demonstrated by Estadao, the images were fundamental to the operation.

In the ruling, the judge underlined that the evidence “showed that the defendant received an undue advantage due to the public role she would have held, in exchange for political support and influence in the appointment of public positions”.

Jaqueline was sentenced to two years in prison and to pay a fine, but she will not serve the sentence because the crime is time barred, considering the time that has passed since the start of the trial in 2014. The statute of limitations extinguishes any criminal effect of the sentence, meaning there will be no execution of the sentence or suspension of political rights.

In the decision, the judge did not accept the defense’s argument that the sum received was a simple electoral donation. According to her, the money was not a real donation, but rather an illegal payment intended to buy political support.

“It is proven that the accused, before assuming office as district MP, received undue benefits, directly and indirectly, through Durval Barbosa,” he said.

And he added: “These advantages consisted of cash and the irregular provision of public goods – radios and Nextel computers – as well as the negotiation and promise of positions in the administrative structure. All these behaviors aimed at the formation and consolidation of a parliamentary base of political support in favor of the Jose Roberto Arrudathen governor of the Federal District,” the judge wrote in the decision.
