The measures that will be sent to the National Congress will also include, according to him, actions to “strengthen” unions for collective bargaining and a policy to enhance the minimum wage
BRASILIA – The new minister of Labor and Employment, Luiz Marinho, took office this Tuesday 3, with the promise to review the labor reform carried out by former president Michel Temer. The theme was an election promise from President Luiz Inácio Lula da Silva. During its inauguration ceremony, it fell to the president of the PT, Gleisi Hoffmann, to mention the relevance of the topic within the agenda of the PT.
“My dear friend Luiz Marinho, you will have the challenge of leading the revision of the labor reform, so that we can correct the mistakes and that we can include the rights of millions and millions of workers who today have no formal constraints, who are there succeeding to survive. This is why we are here, and why Lula has once again climbed the ramp of Palazzo Planalto,” said Gleisi.
“It was through resistance and struggle that we were able to retrace this path and guarantee these rights again. The trade union movement will play a fundamental role in this process, with participation and support”.
As established by Lula, the Ministry of Labor and Employment was recreated, ceasing to be connected to the Ministry of Social Security, which also began to exist independently.
In his inaugural speech, Luiz Marinho did not use the expression “labour reform”, but listed several proposals that he should give priority to, including those that will be sent to the National Congress.
“We will have a ministry engaged in social assessment and negotiation. We understand that stakeholders, workers and entrepreneurs, must have autonomy to invest in a labor relations system that values and encourages collective negotiation, voluntary conflict resolution. the Collective action based on good social practices requires strong trade unions, with a broad base, representative implementation, autonomous capacity for organization and discipline,” said Marinho. “We want, in a short time, together with the National Congress, to build legislation that modernizes our union system of labor relations and that brings us closer to the best existing practices in the world in this field”.
The new minister hinted, for example, that he will act with the support of parliamentarians for the National Congress to speed up the process of regulating International Labor Organization (ILO) Convention 151, which aims to guarantee new rights to civil servants, both municipal , state or federal.
Marinho also said that he will work on a policy proposal to permanently value the minimum wage and that his portfolio “will once again become a fundamental tool to end hunger, overcome poverty and fight all forms of inequality”.
“It won’t be an easy task. We have a picture of dismantling public policies and the budget. The situation in all ministries is dramatic, the diagnosis reveals the extremely serious situation of the Brazilian state.
The minister mentioned changes in work routines caused by the covid-19 pandemic, such as teleworking, and said these situations should also be subject to regulations. “It will require intelligence, creativity, perseverance and persistence from all of us. The changes taking place today are both broad and profound. The pandemic has accelerated this process, with new technologies that today occupy all spaces, the production system, are present in countless activities and workplaces, such as teleworking, the home office and the extensive use of digital technology”. he commented. “These are constitutive themes of the world of work, of strategic guidelines for the formulation of an innovative development agenda, they are values of cultural transformations for the economy of the world of work and society, they are also central themes for union action and collective bargaining”.
Marinho mentioned the need to regulate new platforms and service applications used by small and micro enterprises. “These new digital tools have multiplied during the pandemic and are here to stay. We will prioritize the regulation of employment relationships mediated by apps and platforms, especially considering health, safety and social protection issues,” he commented.
The Labor chief said the ministry would take action to remove slavery-like labor situations from the country, as well as grant labor rights to functions such as day laborers and the self-employed. “We will strengthen the role of the labor inspectorate to put an end to these subhuman conditions of labor exploitation that put all of us Brazilians to shame.”
Another priority highlighted by the new minister concerns the equalization of rights and wages between men and women, white or black. “We must address, immediately overcome these inequalities. It is a mission entrusted to us by President Luiz Inácio Lula da Silva, to promote equal working conditions and remuneration between women and men, black and white. be observed by all policies involved by this ministry”.
