“Culture does not and should not have an ideology,” says the culture secretary of SP

The choice of Marília Marton, 45, as secretary of Culture and the Creative Economy of São Paulo surprised, at the same time, the sector and the Bolsonarists, who wanted to put a name in tune with the narratives of former president Jair Bolsonaro ( PL ), political godfather of Governor Tarcísio de Freitas (Republicans).

In an interview with Stadiumthe first she granted after taking office, Marília declared that the portfolio will be protected from ideological pressures, criticized the former national secretary of Culture Mário Frias and said that one of the objectives of the new government will be to “internalize” culture in São Paulo.

A graduate in Social Sciences from the PUC-SP, Marília was an active member of the PSDB until 2016, also presiding over the Acronym Youth in the capital. Upon receiving Tarcísio’s invitation, she requested her disaffiliation of her.

Do you intend to protect the Secretariat of Culture from ideological fraud?

Culture has not and should not have ideology. It belongs to the left, to the right, it belongs to everyone. People want to master the indomitable.

How will you handle the Bolsonarists in your management?

The culture of São Paulo is very structured and this process of consolidation comes from many mandates. It is very difficult to break it. The structure is very strong. The Secretary of Culture of the State of São Paulo has the best equipment in Latin America.

But in the Bolsonaro government there was an ideological patrol of the area, which has ceased to be a ministry…

There was no culture in the Bolsonaro government. There were no plans. There was a process of stopping things to try and change course.

What do you think of Mário Frias’ management as head of the Special Secretariat for Culture?

If he wanted to shed light on some kind of ideology, he would need a strategy for it. There was no strategy. There was a crack, a scream, and then a white thud. People have stopped producing. Nothing happened. There is a production chain of culture. It’s not simply the artist on stage. It is useless for someone overnight to want to tell the story differently.

Ms. Do you have sympathy for the ideas of Bolsonaro supporters for the area?

I’m not a Bolsonarista, but I think Brazil needs to go through a right-wing process. We got to a point where there was just one narrative. And no piano plays with one note. All parties must stop and look at each other. Is the division of Brazil really over? I don’t believe it.

Will there be a relationship between the portfolio and the Ministry of Culture?

Total. Our celebration is that of culture.

What do you think of the choice of Margareth Menezes as Minister of Culture?

She has a history that goes beyond being a singer. Margareth has social projects. I’m rooting for it. It takes maturity. We are protected by ideological weights. Culture is the place of free expression.

Part of Tarcísio’s voters are against the Rouanet Law. What do you think about incentive laws and how do you intend to treat them in São Paulo?

Culture does not finance itself. It needs the arm of the state. The production of a film takes two or three years. There is a process of financing culture, and it gives a return to the state.

Will it maintain the autonomy of the collegial bodies that currently choose the projects that will benefit from the state’s development laws?

It takes autonomy. The Project Evaluation Council cannot be endowed with any specific sector. Therefore, members must always take turns.

Will the secretariat comb its teeth to avoid projects that could scandalize the most conservatives?

The problem is not scandalizing. Every project has a suitable place for it. There are productions that take place in a somewhat more controlled environment, and not for the general public. The audience must be prepared for certain types of discussions. The nude and the scatological, for example, have an important linguistic process for the cultural world, but it cannot take place in a public square. But on this the artistic world is very clear.

Will LGBTQIA-themed government projects be maintained?

Surely. The culture is diverse.

Politically, Ms. Do you consider yourself a leftist or a rightist?

Right-wing moderate and liberal.

Ms. supports the death penalty and abortion. Like?

It seems contradictory. Indeed, it is necessary to understand what the ideal world, the perfect society, is. This would be the society of freedom. I am in favor of mindfulness.

Why did the lady asked for the disaffiliation of the PSDB? Was it a request from the governor?

My disaffiliation should have been done a long time ago, in the campaign that elected João Doria mayor in 2016. The preview process was very traumatic for me. From then on I walked away from the PSDB, but I didn’t go in for convenience. I never attended anything at the party again. No request from the governor. I told him I wanted to unsubscribe, but he said it made no difference to him.

How do you explain the collapse of PSDB in SP?

The party has aged and has not created new leaders.

His name was not on the list of candidates for the folder and surprised many people. How was the choice?

It was a combination of factors. There was a concern among the state’s artistic class that someone very ideological and from Bolsonaro’s team would not be cast. They didn’t want someone from Brasilia. With that, a wave was created in the class to choose a name. Different factors have been taken into consideration up to two or three names. In the transition office, a person with contacts with the class and a managerial profile was chosen.

What is the importance of social organizations in the management of culture in the state?

They are the political service providers of the secretariat. This model was created because there is a great deal of difficulty in making quick hires and changes. I’ll give a concrete example. If the Football Museum were nationalized, the exhibition in honor of Pelé would take five years. In social organizations the process is much more dynamic. There are 22 organizations operating.

Isn’t this mechanism of Social Organizations vulnerable to corruption?

This is a system that is armored today. They have been arriving since 2008. There is an accompanying council, as well as the Court of Auditors. The goals are very well defined.

Tarcísio de Freitas’ management has only five women and two blacks in the first echelon. Lack of diversity?

It is necessary to see the merit of the people more.

Ms. Do you consider yourself a feminist?

No. The metric for taking up space in politics is the nudge. In 1948 women needed to occupy space and this grew. But we got here. The shelf was offered. The ideal was to choose more by curriculum than by profile.

What will be the priorities for culture?

We need to put an end to these 28 years and open a listening process. One of the government’s priorities will be the internalization of culture. Another will be to design the culture production chain with an eye to employability. Today culture comes very sparsely inside. This has always been a problem.
