Phone calls will now have anti-fraud authentication

On March 27th, Anatel and telecommunications operators will begin the process of implementing call authentication technology, aiming to combat fraud and misuse. This technology, known as stir shakenis being developed in collaboration between the regulatory agency and ABR Telecom, with 25 operators already joining the project.

The objective is to authenticate commercial calls, coming from telemarketing, billing or relationship companies, ensuring that users receive calls with a clear certification of origin and sender identification, allowing the user to decide whether to answer or not. Companies that choose not to join the stir shaken will continue to be obliged to use the prefix 0303 (or, in the future, 0304 for billing), as a measure to prevent abuse and allow blocking by users.

However, there is a challenge: large-scale adoption of the system depends on a widespread update of mobile devices. This is due to the fact that the system stir shaken (using technology from Cleartech) is not completely dependent on the resources of the Android (Google) or iOS (Apple) operating systems. Some manufacturers that use dialers separate from operating system standards can work around this limitation, but they also need to perform software updates.

According to Gustavo Santana Borges, superintendent of obligation control at Anatel, the progressive adoption of stir shaken will depend on updates to users’ operating systems, requiring support from manufacturers and acceptance from users themselves for updates. Borges states: “We are in contact with Google, Android and manufacturers represented by Abinee to speed up updates, but this will be a gradual process”.

Another significant challenge in adopting stir shaken was preparing operator networks to integrate the call authentication system. Borges highlights that, in the first phase, the focus was on overcoming technical challenges, but recognizes that efforts could have been initiated to convince operating system manufacturers to speed up updates, aiming for a larger base of compatible devices.

Anatel is finalizing conversations with Abinee and carrying out surveys to determine the user base that will immediately benefit from stir shaken. Borges emphasizes that, even on incompatible devices, no call will be missed, it will just not be identified.

Another crucial step in stir shaking depends on operators: attracting user companies to adopt the platform, which is linked to the economic viability of the authentication model. The idea is that large users of telemarketing or relationship calls adopt the platform to increase the credibility and security of contacts.

Anatel opted for a non-regulatory approach, allowing companies to adopt stir shaken, with the novelty of telcos being able to charge for the service. To promote adoption, Anatel is in talks with ABT, Febraban and other large users.

If equipment manufacturers do not update device software to support the stir shaken as desired by Anatel, the agency may consider more stringent measures. Borges emphasizes that the main objective is to guarantee benefits to consumers.
