What is the ‘Taylor Swift Law’, just passed by the House

The text now passes to the Senate; the proposals arose after the sale of tickets for the American singer’s ‘The Eras Tour’ reignited the debate on currency exchange

Increase penalties for money changers of tickets, especially for large events, is the objective of a bill approved on Wednesday 24th House of Representatives. Dubbed the “Taylor Swift Law”the proposal aimed at preventing ticket overcharging and illicit practices by third parties will now be sent to Senate.

According to the text, tickets must show the date of purchase and the final value, including any fees. Furthermore, three new crimes linked to currency exchange during sporting, entertainment, leisure and business events will be typified:

  • Two of them describe scalping itself: selling, displaying for sale, or offering for sale a ticket at a price higher than that set by the entity promoting the event, as well as providing, diverting, or facilitating the distribution of more expensive tickets.
  • The other deals with the forgery of tickets in order to obtain an illicit advantage.
  • Penalties range from one to three years in prison and a fine that can vary from 50 to 100 times the value of the tickets.

Law 14.597/23 already provided for sanctions for currency exchange, but was intended only for exclusive events. Now, the project of the deputy Pedro Aihara (PRD-MG), through the deputy rapporteur Luiz Gastão (PSD-CE), broadens the scope.

Why the “Taylor Swift Law”

At the time of ticket sales for the The Turn of the Ages, by singer Taylor Swift, there have been numerous reports in Brazil of exchanges recorded in in-person box office queues. He camped in front of the Allianz Parque stadium, in Sao Paulo, Fans faced scalpers and even received death threats for resistance.

Joint operations between the police and Procon began in the area, after repeated protests and complaints from fans. Another element that raised suspicions, especially at large international shows last year and before, was the very high speed with which tickets sold out in online sales, with thousands of tickets selling out within minutes.

It is in the wake of these movements that parliamentarians began to present bills to combat illicit practices.
