The Sussexes are not returning to royal duties. They remain outside the institution as non-working members of the royal family. The change is that they are expected to be based in the country again, bringing Harry back into much closer proximity to the family he stepped away from years ago and setting up a new dynamic with Prince William and Kate Middleton.

The timing made a recent appearance by William and Kate Middleton at Balmoral, alongside their children, particularly notable. The Wales family attended a service at Crathie Kirk church, one of the royal family's customary public appearances during its stay in Scotland.
The appearance came with no comment about Harry or Meghan. But it followed immediately after news of the Sussexes' return broke, which gave it added interest in the British press.
Some read the image of William's family as an indirect response to the new situation. However, there is no indication the appearance was organized as a message to Harry and Meghan. Its significance lies more in the timing than in any stated intent.
