Serna explained that she experienced the administrative failures firsthand while acting as the primary carer for her 100-year-old mother, who requires ongoing daily assistance.
The actress stated that despite having financial provisions and a care legacy left by her father to facilitate her mother's treatment, she encountered an administrative system that was terrible, unresponsive, and bogged down by red tape.
Serna said that attempting to secure any form of public aid becomes an incoherent and bureaucratic nightmare. She added that the ongoing administrative hurdles make her doubt whether families in need ever actually receive the benefits or welfare resources to which they are entitled.
