The controversial government program in Brazil’s Mato Grosso do Sul is looking at cosmetic surgery for children as young as 5 as a way to tackle bullying and boost victims’ self-esteem, Spain’s ABC newspaper details.

According to the report, authorities in that city found that last school term there was a significant increase in complaints of harassment or “bullying” on campus.
