The justification is that the measure would increase the price of tickets and reduce the attractiveness of the Brazilian market for possible new companies.
President Jair Bolsonaro vetoed the proposal that resulted in the return of free baggage through a decision that was published in the Official Journal this Wednesday (15). The amendment prohibited airlines from charging any type of fare, on domestic flights, for hold baggage up to 23 kg; and on international flights, by checking in baggage up to 30 kg.

The change had been approved by the Chamber of Deputies and the Senate, but from the beginning the government showed signs of disagreement with the point. The president justified that, if approved, the section would trigger “the increase in ticket prices” and “reduce the attractiveness of the Brazilian market for potential new competitors and contribute to the increase in ticket prices”.
Lawmakers can still overrule the president’s veto. Previously, several MEPs said they were “misled” by airlines, which claimed that charging for checked baggage would reduce the price of tickets. The measure was approved by Congress in 2017, but did not secure ticket prices.
Gol, Azul and Latam have raised their baggage prices
In 2017 the National Civil Aviation Agency (ANAC) changed a rule in General Conditions of Carriage exempting airlines from checking baggage for free. At the time, the entity pointed out that franchise demise is a worldwide trend and that only four other countries have continued to ship for free and with lower weights: China, Venezuela, Mexico and Russia.
The rule puts specialists and airlines on the one hand in favor of change, on the other passengers and consumer protection agencies. The suspicion has always been that, by revoking the benefit, companies are not honoring their counterpart: by lowering the price of tickets for those who respect the new minimum allowance (one hand luggage up to ten kilos per person).
After four years and a pandemic, tickets are getting more and more expensive and, in recent months, Objective, Blue And Latam readjusted the amounts charged for hold baggage. In announcing the new rates in March, the Blue and the Latam he mentioned the increase in the price of aviation kerosene (QAV) due to the war between Russia and Ukraine.
