Rosario, Argentina, follows strict rules that prevent these types of taxes
In all of Brazil there are at least 49 male people registered as Messi, according to the 2010 population census. In Rosario, the Argentine city where soccer star Lionel Messi was born, he is unique.
As Rafael Reis’ column in UOL demonstrated, the city of just over a million inhabitants does not allow Ballon d’Or fans to pay this kind of tribute. And the provision is not new: since 2014 the registry offices have prohibited this type of registration.
The argument is that Argentine legislation does not authorize the use of surnames as first names. Therefore, it is free to register your children only as Lionel, in the case of paying homage to the Inter Miami striker.
Judicial dribbling
Although it is in effect across the country, at least one Patagonian resident has managed to circumvent the rule. According to the publication, nine years ago, a man obtained judicial authorization to register his son as Messi Daniel Varela. Subsequently, the authorities of Rosário intervened to underline that the feat would not be repeated there.
