The idea, in general, is to create the Sustainable tourism ratewhose amount collected will be reversed at the cost of urban cleaning services, the maintenance of roads, squares and urban furniture, among other affected areas “due to the impact caused by the tourist and religious flow in the municipality”.

The values ​​presented vary according to the type of vehicle and the proposed calculation is based on the municipal tax units (UFM), currently set at $ 5.89. There is still no definition on the form of collection, both for daily and permanent time.

“The permanence of vehicles in the Municipality will be considered in order to calculate the rate of days or fractions of the day, contested between the date and time of entry and exit, preferably measured by the electronic OCR system and can be contemplated with other official means of official inspection or a valid declaration of the taxpayer”, says the Excerpt project.

The values ​​presented in the project by type of vehicle are:

“The values ​​provided in this article will be automatically updated according to the UFM variation,” says the text. Failure to comply with the payment will result in a fine of about R $ 147, which will be doubled in the event of an anniversary.

To justify the project, the mayor Zé Louquinho states that tourism in the city generates impacts on structures and services, such as cleaning and urban maintenance and that the municipal budget cannot cover all costs of the high circulation of people.

“Aparecida is recognized nationally and internationally as a religious tourism center, attracting millions of pilgrims and tourists throughout the year (…). This intense circulation, although essential for the local economy, generates direct impacts on urban and environmental infrastructures,” said the mayor.

“The municipal budget, however, is insufficient to independently support the extraordinary cost of these services, which goes beyond the demand generated exclusively by residents,” he added.

The official vehicles on duty, such as ambulances, military police vehicles, firefighters and civil defense, will be exempt from the tax, as well as those circulating in events of public interest recognized by the city.

The vehicles authorized in Aparecida and nearby cities, such as TRUEDUETHIUTE, POTIM, Roseira, Lorraine, Canas, Cachoeira Paulista, Cunha and Pics, will not have to pay the tax, as expected in the project.

The PL also provides for the creation of Municipal Sustainable Tourism Fund (FMTS)who will receive and manage the resources from the rate, under the management of the tourism secretariat. In addition to the amounts collected, the fund can have donations and transfers from the Union or State.
