The MP revokes the law n. 14.125. In 2021, the Congressional view was that it would be unreasonable to allow random vaccination of the population, without respecting the order for priority groups, such as the elderly and people with comorbidities. Another reason was to prevent the richest from being able to buy vaccine doses and have access to immunization before the poorest just because of their financial conditions.

At the time of the passage of the law, no immunizer had yet obtained the registration of the National Health Surveillance Agency (Anvisa) for use in Brazil. The law initially required the donation of all purchased shares. After the immunization of the priority groups, the purchase was allowed with the transfer of half of the purchased shares.
