The president of the Chamber of Deputies, Arthur Lira (PP-AL), affirmed this Monday 13 that the powers of the Republic and society must find a balance between freedom of expression and the functioning of social networks. Together with Federal Supreme Court (STF) ministers Alexandre de Moraes and Gilmar Mendes, at an event in Rio de Janeiro, Lira stressed the need to find a middle ground to preserve these two social achievements.
Lira made the statements during the seminar “Freedom of expression, social networks and democracy”, organized this morning by Rede Globo, Brazilian Institute of Teaching, Development and Research (IDP) and Getulio Vargas Foundation (FGV) at the headquarters of the foundation, in the south of Rio.
“We need to find a middle ground to administer, legislate and judge issues concerning freedom of expression, social networks and democracy. It is to try and take a step towards this balance that we are gathered here. find a way to balance the phenomenon of social networks as soon as possible. It is a delicate balance involving invaluable values for Brazilian public life. This balance is not a utopia, but a necessity,” Lira said.
The mayor defended both social networks and their limits. “Social networks have broadened the scope of freedom of expression for our people, but they can also be an obstacle to the full exercise of that freedom of expression or democracy,” he said.
Then, he nodded to the defenders of the non-imputability of the use of networks. “It is no longer necessary to arrest a citizen to silence him or restrict the scope of his words, even citizens with a primary function of communication, such as journalists and parliamentarians, can be silenced with a simple click”, he criticized.
Lira is often under pressure from allies and parts of the electorate to react to STF’s decisions against the spread of fake news involving the suspension of public figures’ accounts on social networks, interpreted by the punished and their followers as censorship.
“Despite the many difficulties, the values of freedom of expression and democracy remain inalienable and protected. We cannot give up one of them on pain of losing the other and, with this, plunging into the unpredictable tumult of social instability”, he said stated continued.
Finally, the mayor addressed a long compliment to professional journalism, a key element in the fight against fake news. “Against disinformation, it is necessary to have more information,” he said.
