Microsoft has confirmed that the latest Windows 11 updates are causing speed issues on L2TP/IPsec VPN connections. The information was spotted by the BleepingComputer website, where it is said that the optional April update (KB5025305) and May update (KB5026372) ended up causing slow VPN connections in Windows 11. According to user reports tracked by BleepingComputer, the Windows 11 May Update, which brought the same fixes as the optional April patch, ended up causing a major speed issue on L2TP/IPsec VPN connections. One user reported the following on Reddit:
No problems connecting to the VPN, just when you log in the speeds are extremely slow and the RDP basically times out. A quick web search confirms that KB5025305 causes speed issues on the L2TP/IPsec VPN.
Another Windows 11 PC admin reported on Reddit saying:
Our users are experiencing this, with a strange quirk: a group of 5-6 users are able to achieve speeds of 100m downhill and 80m uphill, but the vast majority achieve speeds below 1m and below 1m .
Apparently, the problem only affects computers connected via Wi-Fi. PCs connected via Ethernet cables are not affected. A Microsoft spokesperson told BleepingComputer earlier this week the following:

The only way to temporarily get rid of the slow VPN connection issue is to uninstall the latest update. According to Microsoft, “To remove LCU after installing the SSU and LCU combo package, use the DISM /Remove-Package command-line option with the LCU package name as an argument. You can find the package name using this command: DISM /online / get-packages.”
