Party leaders complain about the political articulation of the PT administration and have threatened to reject the text
BRASÍLIA – The Chamber of Deputies has postponed the vote on the provisional measure (MP) that restructures the ministries and leaves President Luiz Inácio Lula da Silva with a time bomb that could explode on Friday 2 June. Voting, which would have started around dawn, moved to this Wednesday morning, starting at 11. The deputy is valid until Thursday 1 and, if the deadline expires, the drawing of the Esplanada, with 37 folders, returns to what was in the government Jair Bolsonaro, with 23. Stadium17 ministers would lose their jobs.
Dissatisfied with the political articulation of the Planalto Palace, deputies from parties such as União Brasil, Republicanos and PP threatened to vote against the text, as well as the opposition PL. In the assessment of the party leaders, President Luiz Inácio Lula da Silva will have to “enter the field” to try to resolve the lack of cohesion of the allied base in Congress. There are mainly complaints about the pace of the release of amendments and the delay in appointing allies to regional positions.
“There is an atmosphere of dissatisfaction that I have never seen the same. It seems that the government is already four years old. It is a new government that is old. It is very complicated. Nobody had faith that, if they voted today, the government would win “The risk of defeat was imminent. Even the PT and the leaders of the left are aware that the government is politically in total disarray,” said MP Mendonça Filho (União Brasil-PE), who is against the government.
Earlier, there had been indications that the government might have trouble approving the proposal: the timetable passed with surpluses, by 283 votes to 155, yet again the government’s defeat. The matter now goes to the Senate.
The mayor, Arthur Lira (PP-AL), met with party leaders as the plenary voted on the Bolsa Família deputy and signs of discontent also seem to have reached their limit.
As shown the Stadium, there is yet another impasse to manage. Lira wants the resignation of Transport Minister Renan Filho (MDB). The mayor was enraged by a tweet from Senator Renan Calheiros (MDB-AL), his political opponent and father of the minister. In the post, Calheiros wrote that Lira is a “dead woman”, “embezzles public money” and “beats women”.
Now, the House and Senate will have to approve the deputies of the ministries in an emergency vote in both houses in just 48 hours.
MPs complain about the lack of direct dialogue with Lula, the violation of agreements with the government and the lack of budget transfers. Stadiumit has been persisting since the beginning of March, almost three months ago.
The expectation is that the opinion of the rapporteur, Isnaldo Bulhões (MDB-AL), will be voted on, without modifications, with the emptying of the Environment and Indigenous populations folders, commanded respectively by Marina Silva and Sônia Guajajara. Without a strong base in Congress, the government failed to prevent the undermining of ministers and began to run the risk of having the MP overthrown.
The text removed the National Water Agency (ANA), the Rural Environmental Registry (CAR), and solid waste policy from Marina’s control. In Sonia there is no land demarcation procedure left after the adjustments.
ANA will take over the Ministry of Cities, from Waldez Góes, an ally of Davi Alcolumbre (União-AP), who presided over the deputy to Congress; the CAR passed to the Ministry of Management, from Esther Dweck and the solid waste policy passed to the MDB, also with a resolution of the Union Comptroller General, which states that the responsibility for management lies with the Environment.
Even with changes affecting indigenous peoples to self-determination and the Ministry of Environment to defend the country’s resources, relevant PT members are lauding the passage. Institutional Relations Minister Alexandre Padilha said the government would defend the deputy’s report from ministries “as it stands”.
Zeca Dirceu (PR), leader of the PT in the Chamber, follows the line of comments made by Padilha in recent days and believes that, even with the changes, there will be loyalty to Lula. “I don’t see it as a tragedy as they are portraying it,” she said. “The positions, regardless of the ministries in which they are located, will always be subordinate to President Lula, this gives us a lot of security, there will be no damage to the country”.
Earlier, Lira, who fought an arm-wrestling match against Senate President Rodrigo Pacheco (PSD-MG) over the rite of drafting measures, seized the opportunity to strike. “I have always been very critical of (in the traditional rite of parliamentarians) why this happens. The committee arrived on Wednesday evening and we must appreciate it today in the House and tomorrow in the Senate,” she said.
Deputy of the Bolsa Familia
While the government listened with trepidation to the complaints of the leaders of the other parties, the Chamber of Deputies approved, in a symbolic vote, the basic text of the provisional measure that recreates the Bolsa Família program, with a minimum value of R$ 600 per family, plus additional BRL 150 per child up to six years and BRL 50 for each dependent between seven and 18 years and pregnant women. After analyzing the salient points, the article, reported by the substitute dr. Francisco (PT-PI), now goes to vote in the plenary in the Senate.
“Bolsa Família provisional measure approved!!! Great victory for Brazil and for all those who want to see hunger eradicated in Brazil! 50 per child aged 7 to 18 and pregnant”, the PT leader recalled to the Chamber , Zeca Dirceu (PR), on Twitter.
